| This is notice of the Illinois Department of Public Health's intent to contract with Maximus, Inc. This contractor will provide services for the Department's Random Moment Sampling. These services are necessary because the Department receives federal funding for most programs. This funding requires documentation of staff activities specific to these programs. The Department would be unable to provide the necessary documentation for continued federal funding without Random Moment Sampling. |

| Sole Source Only Justification: | The Illinois Department of Public Health has been using Random Moment Sampling (RMS), supported by Maximus, Inc., for over eleven years to satisfy federal staff activity reporting requirements. The Department is primarily funded through federal funding, with over 200 programs with multiple federal funding sources. RMS is approved by the U.S. Office of Management and Budget as an acceptable method of reporting staff activity. The alternative is to go back to a manual or automated full time reporting system, which would be very costly and inefficient.
The Department has spent considerable time, effort, and money implementing the Maximus RMS system over the years. To switch to another vendor's system or pursue an alternative technology would require the upfront investment we have already made in the current system, services to implement the new system, as well as significant staff time in implementation and training. These alternatives are not economically feasible.
RMS is a vital component of the Departments federal cost reimbursement efforts. If this request were denied, it would jeopardize our ability to provide accurate time reporting to the federal government and could jeopardize federal funds. |
