Description The Central Puget Sound Regional Transit Authority (Sound Transit) requests Statements of Qualifications (SOQs) from contractors that are small businesses and interested in performing work under the Residential Sound Insulation Program (RSIP) along the Central Link light rail alignment in Seattle € s Rainier Valley and with limited work in the city of Tukwila. In this case, firms are considered small businesses if they have average annual gross receipts of less than $2 million over their fiscal years 2005 through 2007. Firms on the RSIP List will be selected to submit bids to perform the Work.

A portion of the Link light rail system is being constructed in Rainier Valley and Tukwila. The RSIP will reduce the effects of sound from the operation and maintenance of the Link light rail system along the light rail alignment in Rainier Valley and Tukwila.

Sound Transit will evaluate the SOQs and add prequalified contractors to the existing RSIP List of Prequalified Contractors. The RSIP work will be performed through contracts awarded by Sound Transit to contractors on the list of prequalified contractors. Each contract will include a specified number of residences and will be valued up to $90,000. Sound Transit anticipates there will be approximately 4 more contracts awarded by Sound Transit.

The RSIP work will involve removing existing windows, doors, wall boards, insulation and other elements in approximately 11 residential properties and installing acoustically-enhanced new elements. The property owners and/or residents have diverse ethnic backgrounds, including Asian and Pacific Islands; Caucasian; African American; East African; and Hispanic. A number of residents speak English only as a second language. Typically the work package must be started and completed within 10 days of Notice to Proceed. The Prequalified Contractors awarded contracts will purchase the materials for each package and perform the work.
