Specifications:
The City of Hyattsville MD is seeking to update and modernize its website, Hyattsville.org, in order to better service the citizens and businesses of the Hyattsville community. In order to accomplish this mission, the City is issuing an RFP to contract for the redesign and replatforming of the Hyattsville.org website. The goal is to create a clean, uncluttered site which conveys a positive, contemporary image of the City and that is: visually appealing; logically organized; intuitive to navigate; easier for visitors to find information on, and; simpler for the City to update and maintain. Description of the Government The City of Hyattsville, Maryland is a small municipality with a population of approximately 17,000, covering an area of approximately 3 square miles in Prince George s County, Maryland. It is located less than a mile outside of the District of Columbia and just south of the University of Maryland in College Park, Maryland. The City is the only jurisdiction in the DC metropolitan region to have two Metro stations within its boundaries. All of these factors, along with the availability of a variety of affordable housing options, have drawn a significant amount of new development to the City in the last several years. The City is very interested in promoting these amenities and attracting additional investment within the City. The City government has approximately 100 full-time employees and its FY08 operating budget is $10,842,000 with a total budget of $16,802,000. The government is organized as follows: Legislative comprised of the Mayor, Council, City Clerk and Election Board Administrative comprised of the Office of the City Administrator, the Office of the City Treasurer encompassing Information Technology, the Office of Communications/Public Relations including Cable Television, the Office of Community Development and the Office of Volunteer Services Public Safety comprised of the Police Department and Office of Code Enforcement. The Police Department is further divided into the Command, Criminal Investigations, Patrol, Parking Enforcement and Records & Communications divisions Public Works Department comprised of the Streets, Solid Waste, Building & Fleet Maintenance and Parks Maintenance divisions Office of Recreation and the Arts which manages the City s Call-a-bus program along with the City s Recreation and Arts programs Scope In general, the services being sought are: 1) the graphic design and layout of individual web pages as well as the organization of the overall website itself, including all related information architecture design tasks; 2) the acquisition and implementation of a new content management system; 3) a website hosting solution or website hosting recommendations, and; 4) migration of data from the current website to the new website. We re also interested in adding a customer relationship management component and on-line payment functionality to the website. A more specific description of the requirements can be found in Section 1(b) of the Proposal Requirements section of this document. The City is planning on acquiring a dedicated document management system under a separate contract which will serve as repository for all of the City s public documents (i.e., Hyattsville Code, Charter, Council Agendas, Agenda Item Forms and support documents, Council Meeting Minutes, City newsletters, committee meeting agendas and minutes, and etc.). The City intends to make these documents accessible to website visitors via a link from the website to a public folder in the document management system. Proposal Requirements Each prospective proposal shall consist of two separate sections, a Technical section and a Sealed Dollar Cost Bid section, which are to be prepared in accordance with the following guidelines. Five (5) copies of both sections of the proposal must be submitted to the City by 5:00 p.m. on Friday, May 2, 2008.
