The historical target population of homeless men who are deemed to be work- ready is no longer the County's priority for this program. Under the Contract awarded as a result of this RFP, the transitional shelter must serve men who will benefit from transitional housing, such as those who are mentally ill, in substance abuse recovery, have co-occurring mental health and substance abuse problems, or are developmentally disabled, as well as temporarily unemployed. Offerors are expected to submit a proposal that describes how they are qualified and able to serve men with a variety of problems and disabilities and move them into safe and affordable housing in the community.

A pre-submission conference is scheduled on April 16, 2008 at 10:00 AM, located at 401 Hungerford Drive, Rose Conference Room, 1st Floor, Rockville, Maryland 20850.
