The Trustees of the California State University will receive sealed proposals in Warren Hall, 7th Floor, Room 715, at the above address, for furnishing Construction Management Services at Risk with a Guaranteed Maximum Price (CM at Risk) for the construction of the RECREATION AND WELLNESS CENTER, Project Number CCP004, for the California State University, East Bay campus.
Proposals will be received in the above-mentioned room until close of business at 5:00 p.m. on June 17, 2008, in accordance with the Request for Proposals, hereinafter referred to as RFP.
In general, the scope of work consists of providing preconstruction services and construction at risk with a guaranteed maximum price for the construction of the project. The project includes the construction of a new two story, approximately 56,600 gross square foot (gsf) recreation and wellness building. Key program components include: gymnasium, elevated jogging track, fitness center, multi-purpose rooms, locker rooms, massage therapy rooms, outdoor adventure center, and administrative and support spaces. The project will also require the demolition of an existing 19,000 gsf building approximately. Each proposer will submit a technical proposal and a fee percentage proposal for design services, preconstruction services, and construction phase services, contingency and fee for the total project. The Construction Budget for this project is approximately $23,000,000, and does not include fees as identified ont he fee proposal form.
A presentation of the project scope and a walkthrough of the project site has been scheduled for May 19, 2008, at 2:00 pm. Interested proposers should assemble at Warren Hall, 7th Floor, Room 715 on the campus. It is strongly recommended that proposers attend this walkthrough.
Note: no bidders bond shall be required for the preconstruction phase agreement for this project. However, performance and payment bonds shall be required as part of the construction phase agreement. The required amount which equates to the construction budget of performance and payment bonds for the construction phase shall be the Guaranteed Maximum Price plus the CM at Risks proposed fees, excluding the preconstruction services fee.
The Trustees require the successful proposer to achieve a minimum goal of 3% DVBE participation in contracting construction projects as established in the proposal documents or to provide evidence of good faith efforts to do so. Once the selected proposer begins competitive bidding selection of the trade contractors, the selected proposer shall contact the Universitys DVBE Coordinator at 510-885-3607.
Each proposer must comply with the provisions of Article 2.00 et seq. of the Contract General Conditions. The proposer should be familiar with all the provisions of the Contract General Conditions, especially Article 2.02b, regarding the necessity to prequalify with the Trustees five (5) days prior to the proposal due date.
Proposers must be prequalified with the Trustees. Prequalification of Prospective Bidders, Form 703.11 can be downloaded from the internet at www.calstate.edu/cpdc, under Construction Management, or, proposers may contact the person below to request forms.
It will be the responsibility of each proposer to obtain a Request for Proposals package in sufficient time to fulfill the requirements therein. Only prequalified contractors, licensed in the State of California with a General B license may obtain a Request for Proposal package.
