Bid Description:
The New England Common Assessment Program (NECAP) is a nationally-recognized statewide assessment program managed jointly by the departments of education in the states of New Hampshire, Rhode Island, and Vermont. The states develop and administer custom common assessments with the assistance of a single prime contractor.
The states are seeking a contractor for the development and administration of custom assessments in Reading and Mathematics at grades 3 through 8 and 11; and Writing at grades 5, 8, and 11 to meet NCLB requirements and related regulations. These statewide, on-demand assessments serve as one component of a comprehensive, integrated local and statewide assessment system within each of the states.
The contract period for tasks described in this request for proposals (RFP) will begin in July 2008 and continue through June 2014. Under the contracts awarded through this RFP, there will be five operational administrations of the NECAP tests, beginning with the Fall 2009 test administration and continuing through the Fall 2013 administration. Each year, seventeen NECAP tests will be administered in a three-week test administration window beginning approximately October 1st.
Although the NECAP program is administered jointly by the three states, the contractor will enter into separate contract agreements with each of the states. Each of the states will award individual contracts that reflect the maximum number of years that the state can provide, with the intent that the contractor will provide services from July 2008 through June 2014. The initial contracts will be for one or two years (depending on what is possible in each state), with an option to renew or extend the contract for multiple subsequent years .
This common RFP is being issued simultaneously by each of the three states. Contractors will prepare a single response that covers combined costs associated with the program across the three states. As described in greater detail in the Common Response Guidelines (Section III), that response will be submitted to each of the states individually. The states will evaluate proposals submitted and jointly decide on a recommended contractor. The states have developed a formula for distributing costs across the three states that will be applied and form the basis for contracts with the individual states.
