| The Department of Revenue is giving notice of intent to award a contract to Madchik Inc. for IT consulting services. Madchik provides support for the Liquor Control Commission Licensing System on an as needed basis.
New reports are needed to help users verify data entry, new procedures are needed to verify information transfers. Reports are needed to detail and summarize agent activity on a daily and weekly basis. These reports will also help validate the transfer of data. Due to legislation, we also have new screens to create for inspecting wineries, a new process the agents are implementing this year. That information will need to be input into the system and transferred with other inspection information. This will call for additional changes in the transfer programs to handle the additional data. Madchik also provides emergency support of Licensing System in the event of data corruption or programming errors; provides standard maintenance to Licensing System and Agent Investigations System; provides programming enhancements to Licensing System and Investigations System at the request of agency staff. Develop an interface wherein Liquor Control Commission field agents and supervisors can select establishment location input from the Licensing System and convert it to a format that is comparable with the Department's street mapping software. The Licensing System is a mission critical application which processes, tracks and issues all state liquor licenses. |

| Sole Source Only Justification: | This individual from Madchik developed this complex system and thus is the only resource available that could make the modifications needed to the system to respond to legislatively driven changes and other critical changes in a timely manner. The services being requested cannot be performed by a Revenue employee due to lack of knowledge of the complex Liquor License System and the supporting web applications which the specific vendor being contracted with created. At this time, it would not be feasible to hire and train an individual to perform these duties and be able to perform the critical system changes in the required timeframe.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
