On July 10, 2008, the County of Los Angeles, Department of Children and Family Services (DCFS) is releasing a Request for Statement of Qualifications (RFSQ) for Emergency Shelter Care (ESC) Services to obtain qualified licensed foster parents to provide beds for DCFS children and youth who are in need of temporary shelter. Interested and qualified licensed foster parents are invited and encouraged to participate in this RFSQ process.
Service Description
ESC Services are intended for children (0-12 years), youth (13-17 years), sibling groups, and teen mothers and their infants. Beds must be available on a 24-hours, 7-days-a-week basis including weekends and holidays. Bed Availability Rates to be paid are as follows:
$300 per month for each bed you hold available for children ages 0-12;
$400 per month for each bed you hold available for youth ages 13-17;
$400 per month for each bed you hold available for sibling groups ages 0-17;
$600 per month for each bed and crib you hold available for a teen mother and her infant.
Once a child or youth is placed, the Bed Availability Rate will continue in addition to compensation rates for Aid to Families with Dependent Children-Foster Care (AFDC-FC) B , D or F, depending on the category of the child or youth.
Qualifications:
Part of the requirements to qualify is: a copy of a valid foster family home license and six-months active experience in Los Angeles County as a licensed foster parent.

The RFSQ may also be downloaded at the County s Website at http://lacounty.info. Click into the drop down menu on the right labeled Featured Links ; then click on Bids and RFSQs ; then choose View Open Bids ; then select List by Department ; and from the drop down menu select Children and Family Services/Adoptions ; and then click CMS 07-075 Emergency Shelter Care Services. From there you will easily be able to locate this RFSQ for download.
Interested and qualified foster parents may submit an SOQ in accordance with the requirements of the RFSQ. All costs associated with the preparation of the SOQ(s) shall be incurred by prospective service providers. The County shall not be liable for any and all costs associated to the development of such SOQ(s). Nothing in the RFSQ shall be construed as obligating the County to issue or negotiate a contract.
Initial SOQ Submission Period (July 10, 2008 through August 1, 2008) - Qualified foster parents may submit SOQs from July 10, 2008 through July 31, 2008 between 8:00 A.M. and 5:00 P.M., and by 6:00 P.M. on August 1, 2008. The last day to submit SOQs is August 1, 2008 at 6:00 P.M., in order to meet the October 1, 2008 anticipated contract start date. DCFS will log and review SOQs in the order received by date and time.
Subsequent SOQ Submission Period (August 2, 2008 through January 31, 2011) - The Subsequent SOQ Submission Period for the submission of SOQs that may occur during the period from August 2, 2008 through January 31, 2011. The RFSQ released on July 10, 2008 will remain open and SOQs may be submitted from August 2, 2008 through January 30, 2011, Monday through Friday by 5:00 P.M., and by 6:00 P.M. on January 31, 2011. DCFS will log and review SOQs in the order received by date and time. to obtain additional ESC Service Providers only to satisfy service needs.
SOQ Selection:
SOQs submitted by qualified foster parents will be reviewed for responsiveness, the qualified foster parents will be also evaluated for responsibility, and Home-Visit Evaluations will be conducted in the order received by date and time. DCFS will recommend contracts be approved by the Board of Supervisors with ESC Services Providers whose SOQs met the requirements for responsiveness and responsibility in the order they were received until ESC bed availability needs are met per Service Planning Area (SPA). Estimated number of beds needed per SPA can be viewed in the RSFQ (refer to chart located in RFSQ Part A - Overview, Section 4.2).
RFSQ Conferences Questions and Answers
In order to assist qualified foster parents with the RFSQ process, DCFS will conduct a series of conferences in three key geographic locations. DCFS will present the same information at all three conferences regarding the ESC Services program, answer questions regarding the RFSQ, and provide clarification to help applicants complete and submit an SOQ, including required forms and documents. Attendance at any of the 3-hour conferences is not mandatory, but highly recommended. Qualified foster parents may attend any one or all of the following scheduled conferences:

Wednesday, July 23, 2008 from 9:00 A.M. to 12:00 P.M. at DCFS/Glendora 725 South Grand Avenue, Glendora, CA 91740; and
Wednesday, July 23, 2008 from 1:00 P.M. to 4:00 P.M. at DCFS/Glendora 725 South Grand Avenue, Glendora, CA 91740; and
Thursday, July 24, 2008 from 9:00 A.M. to 12:00 P.M. at Location to be determined
