THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOS UNDER GSA SCHEDULE 520(7) & 520(16).



Rural Development (RD) is issuing this competitive Request for Quotation (RFQ) to solicit GSA FABS contract holders for the purpose of entering into a Task Order under the successful firm s Schedule contract.



The awarded contract will be funded in whole under the American Recovery and Reinvestment Act. The awardee shall comply with the reporting requirements mandated by FAR Subpart 4.15 and FAR clause 52.204-11, American Recovery and reinvestment Act- Reporting Requirements. By reference, FAR Clause 52.204-11, American Recovery and reinvestment Act-reporting requirements, is incorporated in its entirety into this RFQ.



Rural Development seeks the services of an experienced financial management organization (hereby referred to as the contractor) to assist the DCFO in developing, operating, and maintaining both automated and manual activities associated with ARRA. This work will include developing and maintaining tracking and reporting of ARRA funding activities using various applications to include Excel, SAS, Hyperion, Word, and Access. In addition the contractor will support the conversion and testing of ARRA financial assistance (e.g., obligations, disbursements, loans receivable, etc.) from interim applications to Rural Development s legacy financial management systems.



Contractor work performed at Government facilities will be at 4300 Goodfellow, St. Louis, Missouri unless otherwise negotiated. Subject to security regulations, the Government will provide the contractor with access to the facility to perform work in accordance with this contract. The contractor s staff shall be physically located in the St. Louis metropolitan area to ensure immediate on-site response is available as necessary for imaging and document management maintenance services
