***********************************************************************The Bureau of Indian Affairs, Office of the Chief Financial Officer, Office of Financial Management, Financial Systems Division requests the following service be acquired using other than full and open competition, in support of the Bureaus requirements to maintain an unqualified audit opinion on the financial statements as it pertains to maintaining primary and back-up support for nightly, monthly, and year-end job and reports processing of the Federal Financial System (FFS). We require expert consulting and financial systems support for COBOL programming, EZTRIEVE PLUS, IBM utilities, TSO, ISPF, and JCL, as well expert consulting and financial systems support for the Bureau of Indian Affairs (BIA) Loan Management Accounting System (LOMAS).

The vendor shall provide expert consulting and financial systems support in the development and implementation of software for FFS using COBOL in conjunction with AMS CORE Foundation Software, EZTRIEVE PLUS, IBM utilities, TSO, ISPF, and JCL. The vendor will also provide expert consulting and financial systems support to define and store reports on the INFOPAC reports distribution system for BIA use in its financial management operations.
In addition, the vendor will provide expert production systems support for nightly, monthly, and annual processing and back-up support to the primary BIA systems support person on an as needed basis.
The vendor shall provide expert database administration services for BIAs LOMAS and he contractor must be proficient in SmallTalk, Parts Workbench, and SQL in order to support this system.
The vendor shall also provide expert consulting and financial systems support services to assist with BIAs debt referral to Treasury for collection. The contractor will need to run the referral program each month and send the electronic referral file to Treasury on behalf of BIA. The contractor will also be required to backup the main BIA point of contact who serves as the primary resource for running the FFS programs for the front end and the back end of the referrals programs. The referrals program is written in SmallTalk and Parts Workbench and uses Dbase tables to house the data. The contractor will must be proficient in SmallTalk and Parts Workbench to support this process.
The vendor will also be required to assist with various interfaces to the financial system, to include but not be limited to the following: GSA Fedstrip, GSA Motorpool, Currently Non-Collectible Database (CNC), and the Federal Assistance Awards Data System (FAADS).
The initial period of performance is one year from July 2, 2008 through June 30, 2009, with the option to extend the term of the contract, an additional four years.
This notice of intent is not a request for competitive proposals.
