Description
The NIGMS OCPL requires the services of a contract science and science policy writer for a variety of tasks, including but not limited to:

Write and produce science education materials, such as:

?       Write and oversee the production (including illustration research and permissions) of science education and other thematic booklets

?       Write, edit, and oversee the production (including illustration research and permissions) of Findings magazine (two issues a year)

?       Write and update/revise topical brochures (akin to Genes and Populations and Medicines for YOU) and fact sheets (such as on burn and trauma research)

?       Write content for the Web site on topics including pharmacogenetics, other aspects of genetics and developmental biology, bioinformatics/computational biology, and community consultation

?       Write content for NIGMS electronic communications/newsletters

?       Coordinate/oversee or contribute to the NIGMS role in curriculum supplements produced with the NIH Office of Science Education

Write and edit material for Congress, including:

?       Write and edit science and science policy materials for Congressional budget justification narrative submissions

?       Identify top science advances and write and edit descriptions of them

?       Write and edit Congressional testimony for the NIGMS Director or others

?       Write and edit ad hoc material requested by Congress (or by the NIH Office of the Director for use in communicating with Congress)

Write and edit program- and policy-related materials, including:

?       Write and edit reports of NIGMS-sponsored meetings (in some cases, this will require attending the meetings)

?       Write and edit strategic planning documents in consultation with NIGMS staff/leadership and incorporating input from the scientific community

?       Write and edit material to be posted on the NIGMS Web site, including program descriptions, initiative-related documents, and policy documents

?       Write and edit announcements or other programmatic documents related to NIGMS policies or activities, including trans-NIH activities in which NIGMS is a participant

?       Write and edit speeches, articles, reports, or book chapters

?       Write talking points for speeches by the Director, NIGMS or comment on speeches drafted by the Director; on occasion, write talking points for speeches by the Director, NIH or other officials

?       Write or edit items for inclusion in the NIH Office of Public Liaison newsletter or other NIH reports

?       Edit and compile summaries of open sessions of the National Advisory General Medical Sciences Council


Other writing and editing tasks, including:

?       Write content for Stetten Lecture or other event publicity materials

?       Write NIH Record stories on NIGMS news and/or events

?       Write news releases about NIGMS/NIGMS-supported science advances or major new grants

?       Review and comment on selected material written by other OCPL staff members

Other activities:

?       Serve as a member of selected committees

?       Serve as the OCPL liaison for selected NIGMS initiatives/other activities or for selected NIGMS components

?       Attend NIGMS-sponsored meetings that are relevant to projects the writer is working on; the contract writer or the project officer would identify meetings to consider attending, and the project officer would decide which meetings the contract writer should attend

?       Screen or serve as backup screener for EurekAlert and/or selected scientific journals (such as Science and Nature) to identify items related to NIGMS or supported by NIGMS, and e-mail these items to the appropriate NIGMS staff members

?       Draft publication clearance requests for material the contractor will write

?       Assist NIGMS staff with meeting/event publicity, including developing a poster or flyer; identifying target audiences and how to reach those audiences; and writing announcements or articles for the NIGMS Web site as well as the NIH Record and other outlets that reach the target audiences

?       Identify story ideas for the NIH Radio News Service, NIH News in Health, NIH Research Matters, i on NIH, or other NIH outlets

?       Advise OCPL on marketing opportunities for its science education publications and assist with marketing/promotional efforts as appropriate

?       Oversee selected projects involving focus group feedback on topics of interest to NIGMS

?       Respond on occasion to selected public, media, or other inquiries

Some of the activities described above, such as overseeing the production of NIGMS publications, will require working with other contractors.

In order to perform some of these activities, the contractor will need NIGMS to provide access to resources like the NIH Library's full-text journal service and the NIH grant databases IMPAC I and IMPAC II.     Should the contractor experience any difficulties in using such resources, NIGMS staff may need to provide assistance in resolving them.

All materials should be written in plain language, as required by a June 1, 1998 Presidential memorandum on plain language.     Guidelines for using plain language at NIH are available at http://www1.od.nih.gov/execsec/guidelines.htm .

Specialized Experience

The contractor must have a strong scientific background, training or experience in science writing, and a solid track record of writing on basic biomedical science topics for varied audiences, including lay people who are not familiar with the process of science or scientific terminology.     The contractor must be astute to a variety of policy issues relevant to NIH and other federal health agencies.     Particular scientific areas in which the contractor must be knowledgeable and able to communicate effectively include pharmacology, pharmacogenetics, genetics, community consultation, chemistry, biochemistry, and trauma and burn research.     The contractor must also be knowledgeable about Government Printing Office and Associated Press style guidelines as well as NIH plain language guidelines.

Special Requirements

The contractor will be responsible for providing the following equipment and other resources needed in support of contract-related activities:

?       Telephone line, fax line, computer connection to the Internet

?       PC with Microsoft Office products installed (Word, PowerPoint, Outlook) and appropriate security measures as specified by the NIGMS Information Resources Management Branch, printer, scanner, fax, telephone, answering machine or voice mail

?       Office supplies

?       Computer support

?       Travel expenses and arrangements

?       Mailing costs, including Federal Express or other overnight delivery expenses


Reporting Requirements

The contractor will provide the project officer with quarterly reports by the close of business of the third work day following the end of each quarter.     These reports should summarize key activities and results and be organized by type of activity.
