Description
The National Institute on Drug Abuse (NIDA) seeks capability statements from qualified small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, or women-owned small businesses) having the capabilities and experience to provide the NIDA Intramural Research Program with technical support for a wide variety of program areas, as dictated by the needs of the program. In particular, the contractor will provide the NIDA Intramural Research Program with technical support for a wide variety of program areas, as dictated by the needs of the program.     The Contractor shall provide qualified technical support for support services as required by the IRP, NIDA for the period of July 1, 2008 through June 30, 2009 with four option years.

The following labor categories are the types of positions that may be required.

Administrative Assistant I (Full Time Position 2080 hrs. annually)

Performs a variety of administrative functions. Schedules appointments, gives information to callers, and takes dictation. Composes memos, transcribes notes, and researches and creates presentations. Generates reports, handles multiple projects, and prepares and monitors invoices and expense reports. May assist with compiling and developing the annual budget. Requires a high school diploma with 0-2 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job.

Chemist III - (Full Time Position 2080 hrs. annually)

Evaluates the chemical and physical properties of various organic and inorganic substances in order to investigate their applications to medicine and other industries. Requires a graduate degree and 4-6 years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals.

Chemist IV - (Full Time Position 2080 hrs. annually)      

Evaluates the chemical and physical properties of various organic and inorganic substances in order to investigate their applications to medicine and other industries. Requires a graduate degree in area of specialty and 6-8 years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals.


Materials Handler I - (Full Time Position 2080 hrs. annually)      

Loads and unloads material within a warehouse or storage facility. Utilizes hand trucks, forklifts, hoists, conveyors, or other handling equipment to move material to and from aircraft, trucks or trains and within the storage facility. May require a high school diploma with 0-3 years of experience in the field or in a related area. Has knowledge of commonly-used practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job.

MRI Technologist - (Full Time Position 2080 hrs. annually)      

Operates a magnetic resonance scanner to obtain images used by physicians in the diagnosis and treatments of pathologies. Selects appropriate imaging techniques and operates console and peripheral hardware; enters and monitors patient data, transfers images from disk to magnetic media to produce the transparency, and develops film in automatic processor. May require a bachelor's degree in area of specialty and at least 2 years of experience in the field or in a related area. Requires registration with the American Registry of Radiologic Technologists (A.R.R.T.). Familiar with standard concepts, practices, and procedures within a particular field.

Programmer I - (Full Time Position 2080 hrs. annually)      

Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and documenting programs. May require an associate's degree in a related area and 0-3 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job.

Programmer II - (Full Time Position 2080 hrs. annually)      

Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and documenting programs. May require an associate's degree in a related area and 2-5 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field.

Research and Development Associate I - (Full Time Position 2080 hrs. annually)      

Participates in the support of research and development activities. Utilizes established mathematical and scientific techniques to compile and analyze data. Writes technical reports detailing procedures, outcomes, and observations. Requires a bachelor's degree and 0-2 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field.


Scientist I - (0.4 Full Time Position 832 hrs. annually)
      
Performs a variety of laboratory procedures using established synthetic methods and techniques under general guidance. Conducts experiments, some moderately complex. Conducts and interprets routine spectroscopic data (i.e., NMR and IR). Requires a Ph.D in area of specialty and 0-2 years of experience in the field or in a related area. Has knowledge of commonly-used concepts, practices, and procedures within a particular field.

Property Manager & Shipping and Receiving Supervisor - (Full Time Position 2080 hrs. annually)      

Identifies, analyzes and recommends solutions for property management problems to Federal IRP Property Accountable Officer (PAO).     Working independently, compiles, tracks and analyzes related property data to ensure IRP wide compliance with property management policies and procedures.     Provides NIDA IRP personnel and Property Custodial Officers with current property rules and regulations pertaining to Federal accountable property.     Determines, assigns and arranges to disposal of surplus property (accountable and non-accountable.)     Issues & tracks property passes, prepares equipment loan packages.     Makes recommendations and execution of productivity and customer service improvement through work flow changes and process improvement.     Supports customer inquiries and actions.     Prepares and forwards property inventory listing.     Manages contractor-acquired property.     Processes property accounting and other transactions into automated systems.     Point of contact on all accountable property related issues. Supervises workers who confirm and record the receipt of shipments, prepare items for shipping, and load and unload trucks. Also responsible for managing the inter-departmental transport of materials. May require a bachelor's degree in area of specialty. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks.

Hazardous Materials Handler       - (3 Full Time Positions at 2080 hrs. annually for each FTE)

Loads and unloads hazardous material and containers.     Transports gas cylinders.     Utilizes hand trucks, forklifts, hoists, conveyors, or other handling equipment to move material to and from trucks within the storage facility. May require a high school diploma with 0-3 years of experience in the field or in a related area. Has knowledge of hazardous material, commonly-used practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job.

Laboratory Aide - (Full Time Position 2080 hrs. annually)      

Cleans and sterilizes laboratory equipment, mixing solutions, and caring for laboratory animals.     Prepares media and mixes solutions.     Gives food, water and medication to laboratory animals; cleans laboratory animals' cages.     Disposes of dead animals and waste material.    

All positions will be Full ? Time and On-Site at NIDA IRP in Baltimore, Maryland.

Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications:           (1) Experience: An outline of previous similar projects, specifically addressing the requirements; 2) Personnel: Name, professional qualifications and specific experience of professional and technical personnel classifications; and 3) Ability to provide personnel on a consistent full-time basis for the positions stated above      

Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks.           Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner.           Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, and commendations.

Small business concerns that believe they possess the capability necessary to successfully undertake the work described above should submit an original and two copies of their capability statement and must provide the following:           1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Code(s), 5) business size, type of small business and status, and 6) capability information in response to the requirement and qualifications identified in this notice.
