Description
The National Cancer Institute (NCI), Office of the Director (OD), plans to procure on a sole basis with Donna O?Brien, 28 Chestnut Street, Garden City, NY, 11530 to provide services to support the NCI Community Cancer Centers Program (NCCCP).   
The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.    The North American Industry Classification System Code is 541990 and the business size standard is $6.5M.     
The purpose of this procurement is to develop a program to accelerate the delivery of cancer care and research in community-based locations through the development of an NCCCP, that will enable the provision of state-of-the-art, multi-specialty care and early phase clinical trials.    The program will improve the reach to 80-85% of cancer patients across the country who do not have access to NCI designated Cancer Centers.       
Contractor requirements:    1) Shall have Health Administration background of 20 or more years; leadership experience in the operations and management of health systems, networks and partnerships; experience in coordinating and integrating multi-organizational health systems; experience with community-based health care facilities; experience in strategic planning, compliance and advocacy relations.    2)    Support the NCCCP program according to established schedule through research of existing programs, participation in internal NCI meetings to continue formulation of the program, and incorporation of aspects of current NCI programs, 3) Provide guidance for the following:    management of the pilot program components including the continued development of goals and metrics for each pilot location; development of a strategy to implement the pilot requirements, including details across the various components of the program that are needed over time to achieve the objectives of the program; continued development of the NCCCP evaluation program plan ,4) Provide input on management of advisory committee oversight of this effort based on extensive experience leading group processes for transformational change for large and complex initiatives/projects.
Period of Performance:    Twelve (12) months upon date of award.
Ms. O?Brien is the only source known to the NCI that can provide this service.    Her experience and knowledge in the specific aforementioned areas of health care make her ideal for developing a plan to expand NCI?s clinical research program, particularly to community-based local hospitals and clinics.
Ms. O?Brien has essential expertise in coordinating and integrating multi-organizational health systems in to health service networks.
This is not a request for competitive quotation.    However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities.    The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement.    Capability statements must be received in the contracting office by 1:00 PM EST February March 4, 2008.    Questions must be submitted in writing to Melissa Marino, Contract Specialist at marinome@mail.nih.gov or by fax 301-402-4513.    A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.    Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.    No collect calls will be accepted.    In order to receive and award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).    Please reference solicitation number NCI-80032-MM on all correspondence.
