Description
In accordance with FAR 15.201 - Exchanges with Industry before Receipt of Proposals, this is a Request for Information (RFI) and not a Request for Quotation (RFQ) or Request for Proposal (RFP).    The purpose of this RFI is to request information from industry relating to a paper-based 360 degree instrument, individual reports and developmental materials for the U.S. Office of Personnel Management (OPM), Federal Executive Institute (FEI).    FEI intends to use the responses to the RFI as market research to determine if this requirement should be reserved for small business.    In accordance with FAR 15.201(a), "Any exchange of information must be consistent with procurement integrity requirements (FAR 3.104)". The FAR may be viewed at: http://www.arnet.gov/far/.    Your capability statement must be submitted via email to: dorsey.delavigne@opm.gov no later than 3:00pm local time on March 17, 2008.
The FEI is the Federal government?s premier leadership education center.    Since 1968 FEI has operated executive education programs for GS-15s and members of the Senior Executive Service (SES).    At present, these programs include a four-week Leadership for a Democratic Society (LDS) program, offered ten times per year, and a variety of open-enrollment and custom-designed programs through FEI?s Center for Organizational Performance (COP).
FEI uses 360 degree leadership skills assessment instruments in both LDS and COP programs.    In each of the ten LDS programs, approximately 70 participants complete a 360 skills assessment that includes feedback from his/her boss, direct reports, and coworkers, as well as a self-assessment. The assessment results are used in coaching participants and in their selection of courses to take within LDS and/or COP programs.    In COP programs, a 360 instrument is generally used when a client agency wishes to do such an assessment in a custom-designed program.
Small businesses must describe their capability to provide the following services: (1) an off-the-shelf 360 degree leadership skills assessment instrument for use in FEI programs, (2) a report on the assessment for each program participant; (3) collect data across the administrations of the instrument at FEI; and (4) provide access to this group 360 data for analyses either by the contractor or by FEI staff. In addition, the instrument(s) should be researched based, statistically valid and reliable.    The contractor must have at least 15 years of experience in the administration, delivery, conduct and interpretation of 360 degree assessments.   
The contractor staff should have extensive educational background and experience in Executive Leadership training and development.   
Specifically, FEI must have an instrument and associated report that meet the following specifications:
1.      Your instrument must measure at least the following leadership competencies (see Appendix A for definitions of competencies) specified as critical for senior executives by the U.S. Office of Personnel Management (OPM):
a.      Conflict Management
b.      Continual Learning
c.      Delegation
d.      External Awareness
e.      Flexibility
f.      Influencing/Negotiating
g.      Integrity/Honesty
h.      Interpersonal Skills
i.      Leveraging Diversity
j.      Political Savvy
k.      Strategic Thinking
l.      Team Development
m.      Technical Credibility
n.      Vision
2.      Your instrument must provide for the collection of data and feedback in an assessment report that includes the self, your immediate boss, peers and direct reports.    The report must preserve the anonymity of peers and direct reports in the data reported.    Your capability statement must address how rater confidentiality will be protected for peers and direct reports.
3.      Your instrument must provide a means for at least the self and the immediate supervisor to indicate their views on the importance of each scale (i.e. competency) to the executive?s success.
4.      Your instrument must have face validity for senior leaders in government and must be psychometrically sound (reliable and valid) in its construction.
5.      Your instrument must have a norm group that is composed of senior executives, ideally those at the level and engaged in work similar to the GS-15s and members of the SES who attend FEI programs.
6.      Your assessment must be available in both print and Web on-line formats.    The on-line format must be available 24/7 and have sufficient safeguards (login and password protections) to ensure the security and confidentiality of the assessment.
7.      Your assessment report must be no more than 35-45 pages and must display data in at least the following formats:
a.      Raw score average by scales (corresponding to competencies measured) and by item within scales for each rater group (self, boss, peers, director reports);
b.      Raw score average by scale for each rater group and for ?all others? (than self);
c.      Plot of raw score averages for each scale for each rater group;
d.      Comparison for each scale showing the data by rater group compared to an appropriate norm group; and
e.      Plot at the scale level showing the participant data for each rater group compared to an appropriate norm group for both private and public sector.
f.      Presentation of ?Importance for Success? scale ratings by at least the Self and Immediate Boss.
8.      The assessment report must provide some measure of the dispersion of scores at the item level by peers and direct reports.
9.      Production of reports must be possible by FEI staff at the FEI location in Charlottesville, Virginia on a 24/7 basis since program participants often submit assessments close to the time that a report must be used in a program.
10.      FEI staff must have access to assessment data for use in intramural research purposes.
11.      Your capability statement must describe your ability and track record of success (past performance) in providing support services as required to include:
a.      Technical support on the use of the paper-based and Web-based on-line administration and remote scoring and report preparation; and
b.      Professional support for the completion of special reports and analyses on data collected through administration of the instrument under this contract.
c.      FEI faculty will conduct the de-brief sessions and the counseling around the results and will not rely or depend on the contractor for that interaction.     
d.      The contractor will need to certify faculty as identified by FEI under this contract.
12.      Your capability statement must describe your ability to provide support services to include professional support for modification of the instrument (e.g. add/delete/change items and scales) based on use with the GS-15 and SES audience.
The instrument, scoring, and report preparation process must be compatible with the following hardware/software availability at FEI.    If your capability statement proposes any additional or other equipment, your hardware/software specifications must be stated clearly in your statement.
FEI currently has the following hardware/software for use in support of its leadership skills assessment process.    The instrument, scoring and report preparation must meet these minimum requirements:
      1.      Windows 2000/XP
      2.      Microsoft Office 2003
      3.      Printer - HP Color LaserJet 4600n
4.      Networked High Speed Copiers - Canon iR C5870 PCL5c
