Small Business Sources Sought: This is a Sources Sought announcement seeking only Small Business responses in order to determine Small Business participation in this acquisition.

The Mission and Installation Contracting Center intends to procure Combat Interpreter/ Translator Curriculum Development Support. Immediately after Operations ENDURING FREEDOM and IRAQI FREEDOM, it became clear that a focus of the Department of Defense (DoD) would be to recruit, enlist, and train military personnel that could act as interpreters and translators on the battlefield for the US ground forces. Combat Interpreter/ Translator Curriculum Development Support encompasses the complete development of interpretation and translation materials in eight languages: Bengali, Malay, Thai, Tagalog, Serbo-Croatian, Ibo, Uighur, and Cambodian-Khmer including: course design, curriculum and test development (all training designed to be given by native speakers). This contract will be under the auspices of Continuing Education (CE), Defense Language Institute Foreign Language Institute (DLIFLC). These language training materials will adhere to applicable Department of the Army Regulations, TRADOC Regulations, and Continuing Education (09L Program) established Program of Instruction guidelines and templates.
The contractor shall be responsible for the course design, curriculum and test development to train native and heritage speaking military personnel in translation and interpretation skills in the designated strategic languages. The contractor shall create courses, curriculum and test materials necessary to execute the combat interpreter and translator training in the designated target strategic languages. The contractor is responsible to develop high quality teaching materials based on authentic or semi-authentic sources and materials for language training. Edit foreign language and English materials to ensure that materials being developed do not require major pedagogical revisions. Combat Interpreters/ Translator s must be a native speaker of the designated strategic language and able to achieve at least an Interagency Language Roundtable (ILR) score of 3 on the Oral Proficiency Interview. The contractor shall be responsible for providing the necessary number of qualified personnel to sufficiently handle the academic workload associated with this contract.

The designated NAICS Code is 611630, size standard is $7 million. Your response shall include the following information: size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), revenue for last three years, relevant past performance on same/similar work for not more than three years and your companys capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately.
