Description
The Federal Bureau of Investigation (FBI) is issuing this RFI to a identify contractors capable of providing Security Management functions.    THE FBI WILL NOT AWARD A CONTRACT OR PAY FOR THE INFORMATION RECEIVED IN RESPONSE TO THIS SOURCES SOUGHT NOTICE.    The information received as a result of this request will serve as a market and technology survey to assist the FBI in its development strategy for procuring Security Management Support.
CONTEMPLATED PERIOD OF PERFORMANCE:   
The contemplated period of performance (POP) for this effort is one (1) twelve month base period and four (4), one (1) year, option periods.
CONTEMPLATED PLACE OF PERFORMANCE:   
The work will be performed on-site at FBI facilities in Quantico Va.
1      BACKGROUND:   
The Security Management Office (SMO), directs the development, implementation and management of security programs for the OTD to include personnel, physical, information, communications, and industrial security, and ensures the continuing protection of national Security and FBI sensitive information, personnel and facilities.    The responsibilities of the SMO are mandated by the FBI Security Policy manual, Executive Orders, Department of Defense Mandates, United States Intelligence Community (USIC) Directives, National Security statutes and FBI administrative policies.
2      CONTRACTOR QUALIFICATIONS
2.1      All personnel shall possess final Top Secret personnel security clearances and must be eligible for Sensitive Compartmented Information (SCI) special accesses.
2.2      Contractor personnel shall have a minimum of five years experience in relevant fields, such as industrial security, physical security and computer/network security.    Requires knowledge of computer systems and governing security directives.   
3      CONTEMPLATED REQUIREMENT:
The labor categories and responsibilities for the contemplated requirement are addressed below.   
3.1            Information System Security Officer (ISSO) - the ISSO must be fully trained and cognizant of all responsibilities required of an ISSO as described by National Industrial Secuirty Program Operating Manual (NISPOM).    Responsibilities may include, but are not limited to the following requirements:
3.1.1      Maintaining detailed familiarization of the FBI Security Policy Manual, Certification and Accreditation Handbook, EC's and other documentation as required by Chief Security Officer.
3.1.2      Provide information system security services at the Division level for the Operational Technology Division (OTD).
3.1.3      Implement Facility procedures
3.2            Security Specialist -    Responsibilities may include but are not limited to:
3.2.1      Access control, a full time presence at escort desks with familiarity with access control databases.
3.2.2      Processing incoming Visit Authorization Requests.
3.2.3      Serve as COMSEC backup for all OTD Units
3.2.4      Assist with Property Management inventory
3.2.5      Skilled at processing all Top Secret/ SCI documents
3.2.6      Experience with coordinating speakers, budget, attendance, accommodations for seminars.
3.2.7      Prepare Conttract Security Classification Specifications (DD Form 254) and proper procedures for mailing classified material.
3.2.8      Equipped to implement the policies and procedures as outlined in NISPOM.
3.2.9      Process Limited Background Investigations paperwork, including coordinating approvals/denials.

There is no commitment by the Government to issue a solicitation as a result of this RFI.    This is being issued solely for information and planning purposes and does not constitute a solicitation.    In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.    Respondents are solely responsible for all expenses associated with responding to this RFI.    Responses to this RFI will not be returned.    Respondents will not be notified of the result of the review.
GOAL:
The goal of this RFI is to establish the most efficient way to procure Security Management Services and to assist the FBI with establishing a qualified source list of contractors that have knowledge, experience, personnel and the required security clearances necessary to meet the FBI's requirements.
HOW TO RESPOND:     
The Government would like to know what firms can provide all the services for this contemplated requirement by identifying themselves and responding to this RFI.    The Government requests the following information:
1)      Company name and business size.
2)      Provide evidence to show that your company can provide the requested services (i.e. technical ability, personnel, experience).    Do not exceed 10 pages. All submissions shall be unclassified.
3)      Address whether your company has a GSA Schedule and if they are capable of providing these services on schedule.    If able to provide the services on schedule, what schedule and SIN.
4)      Any other comments, concerns, and/or questions relating to the contemplated support services.
