The U.S. Army Engineering and Support Center, Huntsville, is awarding under FAR Part 12 Acquisition of Commercial Items to two (2) qualified companies under the Service-Disabled Veteran-owned Small Business (SDVOSB) Procurement Program for the impending procurement related to range and training land program (RTLP) requirements, military installation facilities planning and related items. The North American Industry Classification System (NAICS) Code that applies to these services is 541330 (Engineering Services) with a size standard of $4,500,000. Request for Proposal will be issued on or about August 8, 2008. Each company will be required to demonstrate experience associated with changes implemented as result of Army Military Transformation, specifically changes in regulations, policies, standards and processes; and a variety of Army real property master planning and management, facility planning, conducting planning charrettes, preparation, review and revision of military construction (MILCON) programming documentation (DD Form 1391), Engineering Form (ENG 3086) Parametric Cost Estimate review and validation, technical review and validation of DD Form 1391s. The Contractor is required to provide subject matter experts (SME) for all tasks assigned. Due to the wide variety and scope of this contract, all technical architectural and engineering disciplines related to real property and facilities planning, MILCON and management are required under this contract. However, Professional License is not required as design of facilities involving professional certification for life, health, and safety code requirements are not required as part of this contract. The prime firm must support 51 percent of the contracted work. It is the intention of the Huntsville Center to make multiple award contracts. Contract period of performance is anticipated to be five (5) years (basic and four (4) optional years) with a total program value of approximately $9.8 million. The awards will be offered to the best value offer made to the Government, considering technical, past performance, and price. Price proposals should be valid for 30 days from the date of submission. Prospective awardees shall be registered in the Central Contractor Registration (CCR) database prior to award.
