The U.S. EPA intends on soliciting the National Academy of Sciences (NAS), Institute of Medicine (IOM) 500 Fifth Street, NW, Washington, DC 20001 as the sole candidate pursuant to FAR 13.106-1 (b). The IOM Roundtable on Environmental Health Sciences, Research, and Medicine was established in 1998 to bring together stakeholders from industry, government, academia, environmental groups, and foundations to explore the complex links between health and the environment.
Members include representatives from federal agencies, academic researchers, professional societies, associations, and private industry. The activities conducted by the Roundtable on Environmental Health Sciences, Research, and Medicine at the Institute of Medicine (IOM) provides a structured opportunity for the exchange of information and the identification of mutual concerns among interested parties in a nonadversarial setting.
The Roundtable convenes twice a year and, in addition, meets twice in conjunction with small public conferences. Funding for these Roundtable meetings comes from various federal and non-federal sources who are interested in supporting the meetings and who have an interest in the outcome as provided in Roundtable reports. The EPA is one of these interested parties.
The primary mission of ORD's National Exposure Research Laboratory (NERL) is to perform mission-oriented ecological and human health exposure research in support of Agency needs. The NERL wishes to fund a portion of the costs for the Roundtable meetings to be held during 2008. Funding a portion of the Roundtable costs will allow NERL to obtain a report of the Roundtable meetings and conferences which will help the Agency enhance environmental health, and aid in developing clinical and environmental health research strategies.
It should be emphasized that EPA has not "selected" the Institute of Medicine, or the Roundtable on Environmental Health Sciences, Research and Medicine, for this noncompetitive procurement. Rather, EPA wishes to provide funding for the currently scheduled Roundtable meetings during 2008 in order to obtain the resulting report. NAICS Code 541611 applies with a small business size standard of $6.5 million. This is a firm fixed price simplified acquisition procurement. The period of performance will be 12 months and is anticipated to be awarded in May of 2008. This synopsis is to serve notification of the Agency's intent, therefore, no solicitation (RFP) is available.
