Synopsis:

REQUEST FOR PROPOSAL FOR A FIRM-FIXED PRICE ID/IQ CONTRACT FOR THE U.S. ARMY CORPS OF ENGINEERS, NASHVILLE DISTRICT FOR REAL ESTATE APPRAISAL SERVICES. The U.S. Army Corps of Engineers, Nashville District, Nashville, TN intends to issue a Request for Proposal (RFP) under NAICS code 531320 Offices of Real Estate Appraisers. The small business size standard for this requirement is $2 million. The estimated value of the contract is between $250,000 and $500,000. Nashville District seeks a qualified appraisal firm to appraise the Fair Market Value of approximately 400 residential and non-residential properties, needed for proposed Section 202 flood control projects, located in Knox County, Kentucky (80+/- appraisals); Harlan County, Kentucky (60+/- appraisals); Bell County, Kentucky (230+/- appraisals, of which 195+/- residential and 35+/- non-residential); and Lee County, Virginia (30+/- appraisals). The appraiser shall prepare complete, narrative, self-contained appraisals which meet the current requirements of the Uniform Standards for Federal Land Acquisitions, 2000 (aka Yellow Book) and the Uniform Standards of Professional Appraisal Practice (USPAP). The appraisals include the following estates: fee acquisitions, various easement interests, and partial takings. This contract for appraisal services is an indefinite delivery, indefinite quantity type contract for one year plus four, additional, one-year renewal options. There will be a 10.0% escalation after the third year. The contract for appraisal services will have a 2.0% guarantee. The contract is dependent on yearly appropriation of funds by the U.S. Congress, and State and Local governments. Award of this contract will be made, in part, on the basis of best value to the Government as well as on the basis of cost. This procurement is issued 100.0% set aside for small business concerns. All companies submitting must be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov or by calling 1-888-227-2423. Representations and Certifications must be completed electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov within the last 12 months. The Solicitation is projected to be issued on FEDBIZOPPS on or around 28 July 2008. All pertinent information will be posted through FEDBIZOPPS. Should any of the above change, amendments will be posted on FEDBIZOPPS.
