Description
This is a Sources Sought Synopsis ONLY.    Requests for copies of a solicitation will not receive a response.    THIS IS NOT A REQUEST FOR PROPOSALS OR QUOTES.    The US Government does not intend to award a contract on the basis of this Sources Sought. The RDECOM Acquisition Center is seeking qualification statements for the following work: The Chemical Accountability Management Information Network (CAMIN) System is the accountability system used by Department of the Army, Department of Defense and Chemical Weapons Convention for Chemical Weapons and Bulk agents.      The CAMIN system provides functional capabilities tailored to the specific needs of users who require access to CAMIN data. The functionality includes: _Generating, viewing, downloading and printing reports; _ Generating, viewing, archiving and printing notifications; _ Accessing CAMIN information such as CAMIN Configuration Board and Data Management User Group briefing material, and meeting minutes; _ Ac cessing CAMIN documentation and policy guidance; _ Processing documents, including the ability to Issue, Cancel, Forward, Reject, Post, and View documents; _ Creating and processing pending Stock transactions; _ Processing Material Release Requests and Ord ers; _ Performing annual inventories of stock accounting assets;    _ Creating and processing pending Chemical Weapons Production Facility equipment transactions; _ Update, review and approve or reject site diagrams; _ Switch between the production and training databases; _ Change CAMIN passwords; _ Manage Installation, Fa cility, and Building data; _ Creating and Processing Project Numbers; and _ Creating and Processing Chemical Weapon Items.    To provide services in a secure environment was created, which validates access roles and permissions to the Web System and provides an interface by which the authorized user can select report data or archived notifications to view, download and print.    General Skills *      Strong program management skills, including cost, schedule, and performance management *      Software development and maintenance at Software Acquisition Capability Maturity Model Integrated (CMMI) Level 5 or above *      Strong written and oral communication skills Domain Areas *      US Army chemical stockpile accountability *      US Army non-stockpile accountability *      Chemical Weapons Convention Treaty compliance and governances *      Logistics and accountability functions associated with the National supply account *      CW storage policy and procedures *      CW destruction policy and implementation guidance *      Department of Defense policies and procedures for information systems Technical Areas *      Maintenance and administration of highly available web-based              systems, including system monitoring    *          Using, maintaining and modifying UNIX based Solaris systems,    *          Using modifying Oracle and Oracle Reports *      Database modeling and optimization *      Object-oriented design and implementation *      J2EE development with Model-View-Controller (MVC) framework *      Experience with Continuity of Operations (COOP) maintenance *      Robust metrics collection and analysis *      DITSCAP and DIACAP security assessment and monitoring    *          Information Assurance Vulnerability Alerts (IAVA)    implementation *          Asset and Vulnerability Tracking Resource (A&VTR); database tracking. Customer Support *      Advanced trouble ticket resolution *      Administer training, including development of training materials *      Troubleshooting user site networking and workstation Environments Qualification statements is limited to three (3) 8? x 11 pages.
