Description
During National Recognition Week June 21-24, 2008, the Presidential Scholars Program invites 141 graduating high school students, their teachers, and families to Washington, DC. During this week, medallions and/or plaques will be awarded to Scholars, Commissioners, and teachers. 1964 Executive Order 11155, Section 3, states "This is hereby established the Presidential Scholars Medallion which shall be of such design and material as the President shall approve and shall be presented to each Presidential Scholar chosen by the Commission under this order." Similarly, the Teacher Recognition Award was initiated by the Commission and the Department in 1983, and the presentation of a plaque is announced to each nominated teacher by the Secretary of Education in her congratulatory letter. The approximate needs are as follows:

Procure Medallions and Plaques for the Presidential Scholars Program's National Recognition Week 2008

Title: Procure 141 medallions, 141 plaques, and 2 Commissioner medallions for the Presidential Scholars Program National Recognition Week 2008. As required by the Executive Order, the 2008 Presidential Scholars will be presented with the medallions at a ceremony sponsored by the White House.

Description:

1. Medallions:

1/4 inch 85/15 Bronze, 2.5 inch round. Front: Great seal of the Nation. Back: Imprint of the White House and text including individual name in addition to the signature of George W. Bush. Personally engraved with individual names; hand polished, 24-carat gold plated. Hung on 32-inch red, white and blue striped neck ribbon. Presentation: Blue or alternate color velvet box. Outer boxes should be marked with individual names on removable labels.

Quantity: 141

2. Plaques:

85/15 Bronze, die struck Great Seal of the Nation on front only. Hand painted with a bronze finish mounted on plaque. Wood: 8X10 solid walnut; Plate: 5X7 black brass. Individual names personally engraved on plate, other text on plate will also be specified. At a minimum to include: US Presidential Scholars Program, Teacher Recognition Award, "individual teacher name", 2008, U.S. Department of Education.

3. Commission Medallions:

1/4 inch 85/15 Bronze, 2.5 inch round. Front Great Seal of the Nation. Back: Imprint of the White House and text including individual name. Personally engraved with individual names; Hand polished, 24-carat gold plated. Presentation: Cherry wood box with black velvet interior with engraved name on gold plate. Outer boxes should be marked with individual names on removable labels.

Quantity: 2

Individual names will be supplied to vendor by May 1, 2008. Completed medallions and plaques would need to be received by the US Department of Education (ED) by June 2, 2008. Any corrections to medallions and plaques would be sent back to vendor by June 9, 2008 and would need to be received completed to ED by June 13, 2008.     Please include shipping/delivery costs and estimated time needed for production.

Offers to contract for the proposed project should include a brief corporate capabilities/experience section, samples of similar work, and a detailed cost proposal including shipping/delivery costs and estimated time needed for production.

All responsible vendors may submit a quote, which, if received by the closing date, will be considered by ED.     Proposals will be evaluated based on price, capabilities, and quality of samples (if available).
