Description:

The Department of Health and Human Services, The Substance Abuse and Mental Health Administration (SAMHSA) through the Program Support Center has a requirement for a contractor to provide logistical support, and conference management for the PRIDE (Parents' Resource Institute for Drug Education) conference.    

PRIDE (Parents' Resource Institute for Drug Education) is a provider of prevention services in the area of alcohol and other drugs.     The organization has evolved into what is now known as PRIDE Youth Programs. A network of PRIDE Parent Action Teams provides support to local PRIDE youth teams and others in their communities.

Each year, PRIDE Youth Programs welcomes its members and affiliates to the PRIDE World Conference for youth and adults. As the largest youth conference in the world, the PRIDE World Conference provides a forum and ideas for hundreds of organizations that fight against drugs.

SAMHSA/CSAP sees the ability to obtain a track at the April 2008 31th Anniversary PRIDE World Conference as an exceptional opportunity to reach a youth and parent audience with valuable educational tools and strategies both to build youth resiliency against alcohol and other drug use, and to increase their combined capacity to carry a drug-free message to their communities.

Conference will require:

?       A track of 6-8 workshops hosted by SAMHSA/CSAP including     topics such as
o       The Strategic Prevention Framework
o       REACH OUT NOW
o       Faith-Based Programs and Services
o       Epidemiology of Underage Drinking
o       Youth-Driven Community Strategies to Reduce Underage Drinking
o       Workplace Development
o       SYNAR

?       One General Session (full conference participation) designed for SAMHSA/CSAP on underage drinking issues.

?       Development and distribution of a technical assistance bulletin.
                                  
Contractor should have experience performing the following:


Developing and disseminating print and electronic web-based marketing materials and coordinating logistical support services for workshop track and general session.

Support for on-site coordination of a separate workshop track and general session,     and coordinating all speakers and presenters.

Technical support for development of a technical assistance bulletin on youth leadership and the Strategic Prevention Framework.


It is anticipated that this acquisition will be awarded for a period of one year as a simplified acquisition.     This acquisition is being awarded under NAICS code 923120.


The purpose of this synopsis is to determine whether there are small business sources with the requisite qualifications to perform the work described above. This is limited to any small businesses ( including : Service disabled Veteran owned, HUBZONE, 8A, Service disabled, Woman owned small business).     Any small business capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as described above by 3:00 pm EST, December 17, 2007.       Please limit size to five pages.

No solicitation document is available at this time.     A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.     Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
