Synopsis:

Northern Region Contracting Center (NRCC) intends to procure services for the TRADOC (Training and Doctrine Command) Emergency Operations Center, US Training and Doctrine Command, Ft. Monroe, VA. This support will include being responsible for all Command Center administration actions including, but not limited to, coordinating actions with the Army Operations Center on as needed basis; respond to Headquarters, Department of the Army (HQDA) time-sensitive requirements, in accordance with the established suspense for each action; process Operational Reports (OPREP) and Situation Reports (SITREPs) and prepare a Daily Events Summary. General Officer communications are facilitated worldwide on an as needed basis and ensure that the EOC classified and unclassified (SIPRNet/NIPRNet) e-mail accounts are monitored for urgent messages and provide notification to the appropriate government contact upon receipt. Weather conditions that could impact TRADOC Schools, Centers and activities are monitored and, when training or operations are impacted, a severe weather update is published twice daily. Participation in all EOC Battle Drills as required. The contractor shall be responsible for: (1) Handling classified information up to the SECRET level and understand the basic rules governing handling classified information. (2) Prepare Operational Reports (OPREP) and Situation Reports (SITREPs) and Serious Incident Reports (SIR) within 30 minutes of receipt and within 10 minutes of receipt of a death notification. (3) Facilitate General Officer communications worldwide upon receipt by transferring call, establishing phone patches, and facilitating conference calls. (4) Manage the EOC Key Leader telephone database and the Key Leader Status matrix; ensuring all briefing materials are distributed in accordance with the EOC SOP; and the ability to perform various administrative duties. (5) Monitor weather conditions that could impact TRADOC Schools, Centers and activities and when training or operations are impacted, a severe weather update is published twice daily. (6) Facilitate General Officer communications worldwide upon receipt by transferring call, establishing phone patches, and facilitating conference calls.

The Period of Performance will be 12 months after date of award with four option periods.
