In accordance with FAR 5.2, PHMSA is issuing this pre-solicitation notice for the following proposed contract action: PHMSA's Administrative Support Services Contract.

The U.S. Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) has a requirement for administrative support services at its Headquarters location and regional offices. PHMSA's Headquarters is located in Washington, DC. Regional offices are located in Des Plaines, IL; Kansas City, MO; Houston, TX; Atlanta, GA; Ontario, CA; Lakewood, CO; West Trenton, NJ; and Oklahoma City, OK. Detailed information on PHMSA and its organizational structure can be found at www.phmsa.dot.gov.

This competitive acquisition is 100% set-aside for 8(a) concerns only and eligibility to participate may be restricted to firms in either the developmental stage or the developmental and transitional stages. The North American Industry Classification System (NAICS) code for this acquisition is 561110 (Office Administrative Services) with a size standard of $6.5 Million.

PHMSA intends to award a contract for a period of one base year and four option years. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME.

This is a pre-solicitation notice only. The actual solicitation and all related documents and amendments, if any, will only be released and available electronically through the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/. The response due date and time for proposals will be clearly stated in the solicitation document. The solicitation and related documents will be posted under the RFP number DTPH56-08-R-000002. Interested parties must download the RFP from this site. NO WRITTEN, TELEPHONIC, FACSIMILE, OR E-MAIL REQUESTS will be honored.

8(a) firms are strongly encouraged to monitor this FedBizOpps listing for any updates. Since this solicitation will only be available electronically, it is the responsibility of interested parties to monitor the FebBizOpps website for any solicitation amendments. Interested parties can register on FebBizOpps to receive e-mail notifications of postings.


*** ANNOUNCEMENT AND ISSUANCE OF DRAFT SOW ***

At the time of this pre-solicitation posting, PHMSA will upload to FedBizOpps its draft Statement of Work (Section C) for review and comments. All interested parties are encouraged to read the draft Statement of Work and submit questions and comments regarding the draft Statement of Work to PHMSA. PHMSA will not respond/reply back to questions and comments during this comment period.

Offerors are strongly cautioned to use the draft Statement of Work for planning purposes only. PHMSA does not guarantee that the final version of the Statement of Work (Section C) issued with the solicitation DTPH56-08-R-000002 will remain unchanged or even resemble this draft Statement of Work. Upon issuance of solicitation DTPH56-08-R-000002, PHMSA will not highlight changes made to Section C. It is the Offeror's responsibility to read the solicitation in its entirety, including Section C, and submit a proposal that is responsive to the requirements stated in the solicitation.

*** DOT SHORT-TERM LENDING PROGRAM ***

The Department of Transportation's Short-Term Lending Program (STLP) offers working capital financing in the form of revolving lines of credit to finance accounts receivable arising from transportation-related contracts. The maximum loan size is $750,000 until further notice. Eligibility under this program is limited to firms that have received DBE certification from a state or local transportation agency; firms that have been certified by the SBA as a Small Business; and firms that have received a disability rating by the Veteran's Administration and have certified themselves as a SDVOSB.

PHMSA does not guarantee that this procurement falls under DOT's Office of Small and Disadvantaged Business Utilization's (OSDBU's) definition of "transportation-related contract."
