Synopsis:

The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to acquire services that will support the Office of Civilian Human Resources (OCHR). OCHR requires assistance and staff support in the areas of Human Resources (HR) organizational improvement, Program Analysis and Assessment, Business Operations Support, HR Program Support, National Security Personnel System (NSPS) planning, management, implementation, sustaining and assessment support, and NSPS Pay Pool Compensation support. Contract scope includes providing analytical and technical support for Human Resources and Financial Management in the areas of: Organization; Program Analysis and Assessment; Business Operations Support; Information Reporting and Tracking; HR Programs Support. Details will be provided in the solicitation when posted. The period of performance will be for a 12-month base period with four 12-month option periods. The anticipated start date for these services is 25 August 2008. A Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity contract is anticipated. The applicable FSC is R408. The applicable NAICS code is 541611. The solicitation will require the submission of cost and technical proposals. The Navy?s evaluation of proposals will consider the offeror?s technical proposal more important than the offeror?s cost proposal.
