Description
This is a notice of intent to negotiate a sole source contract with Sonoma Ecology Center (SEC) under the authority of 41 USC253(C)(1).    The purpose of the proposed contract is to provide a follow-on procurement for NOAA?s Southwest Region, National Marine Fishery Service in Long Beach, California.    The National Marine Fishery Service (NMFS) is developing a recovery plan for the North California Central Coast populations of salmonids, Coho, Chinook salmon, and Steelhead.    This support is the continuance of service conducted from August 2007 to June 2008.    Sonoma Ecology Center (SEC) assisted in the acquisition and processing of data and a spatial and tabular data library that was developed for indicator development for the salmonid population watersheds of the North California Central Coast.    The additional tasks will involve: (1) revisions and updates to the databases resulting from public and peer reviews; (2) assistance with recovery plan development and finalization; and (3) coordinating and facilitating data transfers, processing and outputs under the Microsoft eScience project with the University of Berkeley and NMFS Santa Rosa Office.    SEC is a non-profit organization currently performing GIS and Salmonid Recovery Plan support services for the Southwest Region.    SEC now holds and manages a very large digital library in support of the recovery plan.    SEC is the only company capable of providing needed data to finalize the Salmonid Recovery Plan.    The period of performance is from date of award through February 28, 2010.   
This notice of intent is not a request for competitive proposals.    However, all proposals received by the response date of this synopsis will be considered by the Government.    Responsible sources may submit a statement of qualifications and experience which, if received on time, will be evaluated by NOAA to determine if a competitive solicitation should be issued. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.    All questions regarding this solicitation must be submitted in writing via email to mona.m.ash@noaa.gov.
