The purpose of this sources sought synopsis is to identify potential offerors that have the background, experience and capability to meet Statement of Objectives (SOO) for Naval Special Warfare Recruiting Directorate, NAVY SEAL BRAND ARCHITECTURE AND STRATEGIC MARKETING PROGRAM (attached).
The government shall review and evaluate offerors capabilities. First preference will be given to potential offerors in the 8(a) Business Development, Historically Underutilized Business Zone (HUBZone) Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB) preferred Programs (Federal Acquisition Regulation/FAR Part 19; Referenced FAR Case 2006-034)
Sources will be considered in the following sequence:
1. Open market offerors in preferred business programs above.
2. SeaPort-e Small Business Concerns.
Interested offerors are required to submit the following via email (juana.perez@navy.mil) to Ms. Juana Perez (Tel: 619-532-2556) not later than 11AM, 01 July 2008:
1. Company Letter head with the following minimum information: a. Active Central Contractor registration (http://www.ccr.gov/) CAGE Code and DUNS number; and b. Confirmation that annual representations and certifications completion (https://orca.bpn.gov/) is current and accurate.
2. Provide Past Performance Data on your three most recently completed contracts (not to exceed three years since completion) for like or similar items required by the SOO. a. Offerors considered may be requested to conduct an Oral Presentation at Fleet and Industrial Supply Center San Diego (FISCSD), 937 North Harbor Drive, Suite 1, San Diego, Ca 92132. The purpose of 60-minute plus 30-minute Q & A will be to permit the potential offeror to demonstrate knowledge and solutions to the SOO requirements. Demonstration of adequate competitive capabilities will result in determination of type of procurement set-aside. Oral Presentation is tentatively scheduled on 8 July 2008. Present POA&M; is to issue formal solicitation in accordance with set-aside decision on 14 July 2008 with offers due on 18 August 2008. FISCSD anticipates award to the successful offeror on the week of 8-12 September 2008.
