Description
This Sources Sought Request for Information (RFI) is issued for informational purposes to locate capable small business concerns. The Air Force is conducting market research and desires input from industry to assist in requirements planning. The information requested by this synopsis will be used within the Air Force to facilitate the decision making process and will not be disclosed outside of the agency. Please note: The Air Force will not be responsible for any costs incurred by interested parties in responding to this RFI. Headquarters Air Mobility Command (AMC) is interested in the identification of capable sources to provide Medical Program Support. This requirement is planned as a GSA competitive small business set-aside.    
1. Objective of the Contract. The Air Mobility Command Surgeon is required to augment his/her force structure to support organizing, training, equipping and planning for the global mobility mission area. This work entails monitoring and improving the clinical and operational processes by which the mission is supported by designing, resourcing and implementing appropriate solutions to capability gaps. Within the AMC Surgeon?s office, the Medical Readiness Directorate (AMC/SGX) staff is responsible for ensuring that medical readiness aspects of the global mobility mission are met through effective process management, planning and product development. In this effort, the flow and management of information involved in the daily maintenance, strategic planning, force training and development of new capabilities is critical to success. The AMC Surgeons? Medical Readiness staff are constantly tasked from many directions and is deeply involved in the work of providing ready and capable forces to support AMC and combatant commander in the medical and aeromedical evacuation (AE) mission area. The AMC/SGX staff is responsible for coordination with counterparts in other services, combatant commands, coalition partners and federal/state agencies for providing policy development, organizational processes, capability development, and execution guidance. Contractor staff, under the direction of the Government, will fully participate in organizing, training, equipping and planning processes in support of the AMC medical and AE mission.
2. Scope of Work. The Contractor shall provide functional and technical support to the AMC Command Surgeon and Medical Readiness Division Chief in support of six medical and AE functional areas: Manpower Equipment Force Packaging Program, Patient Movement Item Program, Strategic Medical Readiness Planning Program, Medical Materiel Operational Support and Patient Movement Item Warehouse Operations Program, AE Communications Support Program, and Medical Readiness Formal Course Training and Administrative Support Program.
3. Summary of the Specific Requirements. The contractor will provide the AMC/SGX functional and technical support in the following areas:
a. Manpower Equipment Force Packaging (MEFPAK) Program. Develop, coordinate, submit and register personnel and equipment standard unit type codes (UTCs) designed to provide medical and AE capability that supports combatant commander requirements. Monitor and maintain AMC standard UTCs and their associated playbooks. Develop and maintain training standards and mission essential task lists (METLS). Plan for and assist with defining and submitting program funding requirements. Develop Mission Capability Statements, Concepts of Employment, and Tactics, Techniques and Procedures for AMC Medical UTCs.
b. Patient Movement Items (PMI) Program. Assist and advise the Government in program management, planning and resourcing of the PMI program.
c. Strategic Medical Readiness Planning Program. Assist Government with medical readiness capability based planning related to the AMC medical and AE mission.    
d. Medical Materiel Operational Support and PMI Warehouse Operations Program. Develop, monitor and execute processes required for operational materiel support, medical logistics management, inventory control, accountable record keeping, customer support, quality assurance, resource application, transportation, warehousing, physical security and maintenance of AMC medical and AE equipment and supplies.
e. Aeromedical Evacuation (AE) Communications Support Program. Provide technical advisement on Radio/Telephonic Voice/Data Communication Equipment used for AE mission execution. Advise Government on management oversight of AE Communications assets in medical and AE UTC assemblages.
f. Medical Readiness Formal Course Training and Administrative Support Program. Schedule military personnel into formal and informal training courses related to the AMC medical and AE mission area. Provide administrative support to the Chief, Medical Readiness Division and other AMC/SGX staff.
g. Contractor Furnished Equipment. Contractor will be expected to provide a covered (inclement weather) electrical 4K forklift capable of inside/outside warehouse operations. This forklift must be zero-turn capable and lift to a minimum height of 28 feet. Contractor will also be expected to provide a medium sized copier to support warehouse operations.      
4. Information requested:

Please include contract references relating to Medical Program Support to include: Contract number; agency supported, period of performance, original contract value, and Point of Contact (POC) with current phone/fax number. The capability package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 15 pages (you may print front & back).    
c. Identification of business size and whether currently designated a small business as defined the Federal Acquisition Regulation FAR Part 19 and also currently listed in the Central Contractor Registration (CCR) system. Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The applicable North American Industry Classification System (NAICS) Code is 541614. Small Business size is $6.5M. If you are a small business with a GSA contract to provide these types of services, ensure you annotate this clearly on your package.      
d. Any other information deemed useful to the Air Force.

This request for information is not a commercial solicitation and the Government will not pay for any information submitted or for any costs associated with providing the information.
