Description
INTENT TO SOLE SOURCE. It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Telos Corporation, 19886 Ashburn Road, Ashburn, VA 20147-2358 off of their GSA Schedule contract # GS-35F-4315D.
USSOCOM at MacDill AFB, FL requires TELOS Automated Messaging Handling System computer software. AMHS computer software allows users to log into the command?s Defense Messaging System (DMS) server via a web based interface. This gives USSOCOM users the capability of sending and receiving collateral SECRET DOD Organizational Messages. The commands messages are archived and cataloged on the DMS server through a built-in database that is controlled by a Microsoft Structure Query Language (SQL) database, which allows the retrieval of historical messages. The software also centralizes and reduces the amount of FORTEZZA cards needed throughout the infrastructure because of its unique web interface feature
A contract for the AMHS computer software will be awarded to Telos Corporation following no response back to this notice of intent. The justification for the use of this brand name description in the acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. The reason for this is the TELOS AMHS software is proprietary software that is designed for the Defense Messaging System (DMS). The Department of Defense (DOD) and the Defense Information Systems Agency (DISA) mandated that all DOD agencies use TELOS AMHS software to process DMS message traffic
The TELOS AMHS software is a Department of Defense initiative, and mandated for use throughout DOD through the Enterprise Software Initiative (ESI). Telos Corporation is the only contractor found able to supply these items as we require. If no response to this notice is received by Noon (12:00PM) EST on March 18, 2008, the award for these services will be made to Telos Corporation. The POC for this notice is Barbara A. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
