Description
The Department of Labor, EBSA, intends to award a sole source contract with Mr. James D. Ahstrom, located at 430 Nod Hill Road, Wilton CT. 06897-1505, to provide his expertise in connnection with EBSA's investigation of the AA Capital Partners, INC (AA Capital) and the services it provides to employee benefit plan (EBP) clients. this expert is being retained as a consulting expert (and testifying expert, if nexessary) to review and opine on the prudence of AA Capital's investment in Brush Monroe Partners, LP on behalf of EBP clients. The resulting contract will be a firm fixed price service contract. Work will be performed at the contractor's site. Contractor may travel to DOL regional office in Chicago, Ill to consult with RSOL attorneys, a round trip via public carrier and at Government Per Diem Rates. Negotiation has been conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(b)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five (5) days after date of publication of this synopsis. The Government will not be responsible for any cost incurred in preparation of request for quotation. A
determination by the Government not to compete with this proposed contract based upon responses to this
notice is solely within the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which will be considered by the agency. Contractors submitting any proposal to the Government must have a Commercial and Government Entity Code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr.gov. The Department of Labor, EBSA, intends to award a sole source contract five (5) business days after
