The Centers for Medicare & Medicaid Services (CMS) is the division under the Department of Health and Human Services (HHS) that is responsible for the operation of the Medicare fee-for-service, managed care, and drug benefit programs, the Medicaid program, the State Children's Health Insurance Program (SCHIP), as well as other related programs. The CMS programs are directed and overseen by a federal employee staff of less than 5,000, which is relatively small compared to the CMS program budgets.CMS has many projects based on writing policy, providing guidance, and monitoring quality standards. The number of priority operational initiatives and projects continues to grow, and CMS is challenged with completing more projects with less time and limited resources. In addition, there is increasing demand for high priority projects and initiatives to support CMS and HHS priorities and the President's Management Agenda.
In order for the organization to continue to play a key role in the overall direction of the health care system we need to be able to insure our partnerships with academic public health programs. Succession planning has become more and more important. By partnering with graduate schools in public health we will be able to help strengthen public health education and the public health profession.
The contractor must be able to qualify recent (graduated less than five years ago) graduates of a Masters or Doctorate program from accredited schools that offer graduate degrees in public health related fields and provide CMS with Fellows who can develop projects with an understanding of CMS' mission. These Fellows who have met stringent requirements will be able to bring new ideas and support our mission with special projects and studies for a two year period.
CMS intends to award a single Firm Fixed Price contract for the subject need in accordance with the terms and conditions of the requirement. This is anticipated to be a 24 month completion effort effective from the date of award.
This is a Pre-solicitation notice only and not a solicitation or request for proposal (RFP) document. Quotes are not being accepted at this time. Contractors should follow the instructions below. Please be advised that this Pre-solicitation notice does not commit the Government to pay any cost for the preparation and submission of a quotation. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this procurement.
It is anticipated the solicitation document will be available for downloading from FedBizOpps on or about April 10, 2008 at http://www.fbo.gov/. CMS anticipates making award by June 30, 2008. The North American Industry Classification Standard (NAICS) is 611710 and the size standard is $6.5M to classify as a small business. This is an unrestricted procurement and will be available for both small and large businesses. All responsible sources may submit a quotation which shall be considered by the agency. Sources must have valid Cage Codes and DUNs Numbers or have the ability to obtain one, also be registered in CCR www.ccr.gov (Central Contractors Registration) and ORCA https://orca.bpn.gov (Online Representations and Certifications Application).

THIS AMENDMENT IS TO STOP THE PRESOLICITATION OF THE ENTERPRISE PORTFOLIO MANAGEMENT SUPPORT PROGRAM. MARKET RESEARCH WILL BE CONDUCTED UNDER A SEPERATE POSTING.
