Description
The Drug Enforcement Administration (DEA), Office of Acquisition Management intends to enter into a twelve month cost reimbursement contract with Health and Human Services Group (HHSG) to provide Employee Assistance Program (EAP) services to DEA employees and their families. The DEA intends to solicit and negotiate only with HHSG on a sole-source basis under authority 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1.
The DEA EAP supports approximately 10,000 employees and their family members assigned to its twenty-two (22) DEA field divisions, eight (8) forensic laboratories, five (5) specialty work sites (El Paso Intelligence Center, Fusion Center, Office of Investigative Technology, Office of Training and Headquarters). The Contractor shall continue operations of the DEA?s EAP for all DEA employees and their families located throughout the Continental United States (CONUS), Alaska, Hawaii and the Caribbean Division as determined by the EAP Administrator.
The DEA EAP provides appropriate prevention, diagnostic, trauma response, consultation, short-term counseling, training, and information & referral services for organizational and individual needs which impact the quality of life and job performance of the DEA client(s). These needs include but are not limited to drug and alcohol abuse, trauma, mental illness, relationship/family conflicts, financial stress, spouse employment, and relocation concerns as well as social, physical, and emotional problems. The Contractor?s services shall be primarily in person (face-to-face, i.e., counselor-to-client). Staff shall be operational on the first day of the contract?s period of performance and shall be fully dedicated to the DEA EAP.
Key personnel (core staff) includes management and administrative staff who posses experience in the delivery of mental health services to a law enforcement community in occupational settings; project management capabilities; and supervisory experience of a nationwide, law enforcement EAP. The clinician network shall consist of a minimum of two (2) licensed, law enforcement mental health professionals per DEA Division.
The contractor shall maintain a secure and confidential client record system. The contractor shall also prepare and retain a statistical accounting of all services provided, quality control, and a demographic analysis of the DEA?s EAP clientele.
