Project: Documentary Video clips



The National Center for Posttraumatic Stress Disorder (PTSD) web site http://www.ncptsd.va.gov is a resource for anyone investigating PTSD, whether for professional or personal reasons. With a catalogue of information, including fact sheets, clinical resources, and research links, the site provides a much needed anchor for clinicians as well as the general public. The Center is currently working to make sure that the information available on the site is accessible to everyone. This acquisition's expected range is from $100,000 to $250,000.



Videotape is a medium for relating the experiences of the current wave of soldiers returning from Iraq and Afghanistan and will add a human layer to the website experience. Seeing and hearing a returning vet discuss his or her difficulty re-entering civilian life is an entirely different experience than reading it. In our increasingly visual and decreasing literary culture, documentary-styled testimonials will facilitate the communication of important information to those in need.



We would like to add 8-10 documentary video clips to our current website to make the website more engaging and to improve retention of the material that is currently on the website. This statement of work request includes a description of the work, skills needed, and evaluation criteria for selecting a suitable contractor.



DESCRIPTION OF WORK



Eight to ten 2-5 minute documentary video clips will be produced in versions that are ready to upload to the website to be viewed by any user without downloading additional software.



These documentary video clips will be produced using an experienced documentary production team that will render a sophisticated and effective product for use on the website. The product will use compelling human experience to strengthen the viewer's interest in the material. The Center will provide the necessary research and act as a conduit to the subjects and therefore filming needs to occur within 100 miles of White River Junction, Vermont.



In each segment one returning veteran will be profiled. The producer will interview each veteran as well as film them in their own environment. The documentary footage will give life to the interview, add meaning to the face on the screen and keep the information grounded in a real situation. Each documentary clip will be edited to a viewable length (2-5 minutes) and will be enhanced with state of the art appropriate graphics, archive footage and music for a sophisticated and professional look.



The topics of the clips will include the veteran's experience of readjustment issues, and their experiences of having been treated for PTSD. Specifically, the following areas will be explored by interview with the veteran:



Readjustment Issues:

a) Physical and emotional reactions

b) Behavioral reactions

c) Family Issues

d) Work Issues

Treatment:

a) Attitude toward seeking treatment

b) Experience of being treated



Work Required:

" The contractor will need to have all the skills in order to film, light, produce, edit, enhance with graphics and music, and format a documentary video clip for website

" 40 minutes (8-10 video clips) will be produced

" Professional quality audio and video

" Create transcript of audio file and edit. Transcripts must be 508 compliant.



Deliverables:

Contractor will provide final materials for 40 minutes of documentary video clips ready to upload to the website.



SKILLS NEEDED



The contractor needs to be proficient in producing documentary films or video clips, as well as meeting 508 compliant regulations. National awards or recognition are highly desirable. The contractor must have the ability to create web-ready video clips compatible with the Center's website. The contractor should be familiar with VA/Government 508 compliance regulations.

EVALUATION CRITERIA



This contract will be awarded based on the following factors in this order:

" Experience /Technical Ability

" Cost/Price





Experience /Technical Ability



1) Demonstrate understanding of all elements involved in this project including:

a. Experience in producing professional documentary films and or video segments

b. Experience in creating high quality video films, editing, adding appropriate music and enhancements as required

c. Experience in creating educational materials

d. Ability to create web-ready materials per Center's website specifications

e. Experience and success in the writing of interviews and mastering of the interview process

2) Contractor must have at least five years documentary film producing experience and include a resume of work

3) Contractor must fully describe past experience in conducting the type of work specified in this solicitation.

4) Willingness and ability to work closely and effectively with VA Education Specialist to assure all components of project are completed effectively and in a timely manner.

5) Sufficient knowledge with interviewing veterans or lay people in a documentary style.

6) Ability to expand on alternate methods to accomplish the goal.



Cost/Price



All cost and price information should be included with the pricing proposal. The price proposal shall be specific, complete in details, specifying cost of contractor's special capabilities separately. It shall contain supporting cost information in sufficient detail to indicate how the contractor arrived at the proposed prices. Contractor should include a per course bid.
