Description
This is a sources sought notice. NO SOLICITATION WILL BE POSTED HERE AT A LATER DATE. It is the intent of this agency to award a sole source contract under the statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to award to Kenneth Surface, 10333 Carey Drive, Grass Valley, CA 95945. The project is for Cost Share / Rights of Way Services within the Central Zone (Tahoe National Forest (NF), Eldorado NF, Stanislaus NF, Inyo NF, and the Lake Tahoe Basin Management Unit) of the Pacific Southwest Region of the Forest Service. A suitable contractor must be certified in cost share per the Agency requirements. Certification requires the following: 1) Ten days of formal training in negotiations. The training may include courses provided by the International Right-of-Way Association. 2) Two years experience as an assistant to the Forest Principal Lands or Engineering Staff Officer. Experience must include tasks related to a substantial cost-share program, including negotiations, and the preparation and review of cost share supplements for submission to the Regional Forester. 3) Ten days of training or performance in cost share procedures in the Regional Office or equivalent locations. 4) Submission of five successive supplements to the Regional Forester, acceptable in all aspects and containing no major technical or mathematical errors. The Government will consider qualification statements addressing the aforementioned list (include a reference(s) to verify qualifications) received by 4:30 PM local time on March 24, 2008. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Market Research was conducted for this project and the above-mentioned person was the only source found to be able to supply this service. If no responses to this notice of intent are received by 4:30 PM local time on March 24, 2008, the Government will enter sole source negotiations with and plans to award to Kenneth Surface.
