Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested.
The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch intends to solicit, negotiate and award a purchase order on a noncompetitive basis to Susan David, Bethesda, Maryland for the on-going logistical and technical support to NIDA and various networks through the NIDA Network Initiative project. NIDA has several research networks collecting data at sites throughout the country. These networks operate independently from one another and the level of communication among them likely varies widely. The purpose of this solicitation is to explore whether there is any value added to enhancing the communication among the networks. Ms. David would also be expanding the technical information on a NIDA website which is developing the communications amongst the networks. Other tasks include: consult with the NIDA networking partners, develop and maintain communications with over 100 network partners, consult and manage website development, evaluate and advise on the NIDA networking partners communication progress, and assist and coordinate an annual NIDA networking partners meeting.
It is anticipated that approximately 612 hours over a 9 month period would be required to perform the services. Ms. David will be required to meet on a monthly basis in Bethesda, Maryland. Ms. David has extensive experience in the coordination of the NIDA networking partners. She has coordinated the communications development of networks and networking efforts for networks that address drug addiction and the science of drug addiction. She has created a successful network to respond ?Not in my BackYard? which kept drug abuse treatment programs from communities.
The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
