Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice.     This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.     The solicitation number for this acquisition is RFQ102327 and is being issued as a Request for Quote.     The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-23.     This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 541611. Background: The National Institutes of Health (NIH) Clinical Center is a 234-bed research hospital. The mission of the NIH Clinical Center is to serve as the nation?s premier research hospital for conducting clinical research to improve the health of human kind. It also serves as a national resource for clinical research by developing diagnostic and therapeutic interventions, training clinical researchers in the safe, efficient and ethical conduct of clinical research care. The Clinical Center supports nearly 50% of all NIH funded general research center beds in the nation, as well as over 25% of outpatient visits. In supporting approximately 1200 active clinical protocols, the Clinical Center admits patients from around the country and the world to participate in experimental treatments and studies. There are over 5,000 NIH employees who work in the Clinical Center on any given day and over 2500 of them are directly employed by the Clinical Center. The Office of Organizational Development is responsible for organizational-wide education initiatives as well as identification and support of workforce development. An executive coaching program was launched in 2006 as part of a larger competency-based management development program. The coaching program is now recognized as a valuable leadership development tool as well as an excellent retention strategy. The Office of Organizational Development at the NIH Clinical Center is seeking the collaborative services of external certified coaches in the continued delivery of an executive and leadership development coaching program. The program is focused both at mid-level and executive managers to further strengthen management and leadership strengths and skills. The Clinical Center values all aspects of diversity and seeks a pool of coaches able to leverage the diverse talents of carefully selected mid and senior level managers identified as having strong leadership potential for larger roles within in the Clinical Center. Program Expectations for Coaches: Coaches selected for this program are expected to attend a one day orientation about the Clinical Center, communicate regularly for updates and check-ins with the Chief of Organizational Development. Attend a meeting for closure and lessons learned are also required at the end of each coaching cycle. Some coaches may be asked to do a 1 hour presentation to general staff regarding leadership or coaching concepts. Coaching engagements will be for 6 months, modifiable upon mutual agreement between coach, client, and the ODP.     Coaches are expected to: Meet twice monthly face to face and one on one with clients (3-4 hours/month, total); Provide easy accessibility via email and phone to coaching clients as needed; Conduct a 360 assessment of leadership learning needs in the initial phase of the coaching engagement, use that feedback to direct contract goals and outcomes, and to provide progress checks to the coaching client as well as his or her manager based upon mutually agreed upon contract terms. Supervisors are included in the initial assessment to provide input into learning objectives and may be included in the end point evaluation. Complete a brief Coaching Plan Form in the first stage of the coaching engagement identifying the learning objectives and measures of success. Coaching contracts with the Clinical Center will be effective for two coaching cycles with an option to add time and money to contracts if needed.     The Office of Organizational Development reserves the right to dismiss a coach in the best interest of the client or the Clinical Center.     Coach Criteria: At least 5 years experience coaching one-on-one at mid and senior executive levels; A coaching philosophy that fosters sustained, holistic learning; Certification through the International Coaching Foundation or an ICF- accredited training program; A good fit with the NIH Clinical Center culture; Experience in coaching executives and mid-level managers in     a health care or scientific research setting; Experience in gathering data using 360 assessment, observations and interviews to develop coaching learning contracts; Willingness to understand and work within the Clinical Center Coaching Program; Live within the local geographic distance that allows for easy accessibility to be physically present at the Clinical Center for face to face contact with Chief of OD as well as clients

Submit 2-3 page Coaching Biography using the following format: Section 1: Professional Credentials: Include education, training, certifications as well as dates completed; Include certifications in assessment instruments (e.g. 360, MBTI, etc)
Section 2: Coaching Experience; Describe coaching philosophy and approach; Identify specific management levels at which you     have coached; Identify 1-5 major areas that utilize your professional expertise( e.g. people development, creating and communicating a strategic vision, building teams, relationship management with peers, superiors, direct reports, etc); Provide at least three examples of measureable coaching performance outcomes :Section 3: Industry Experience: Describe experience with the federal government, healthcare, and as a manager yourself; Describe a coaching experience that demonstrates how you     have coached someone on any of your major areas of expertise and achieved results: Section 4: References       Provide contact information for three past or current coaching clients who we may phone or email. One of these individuals should be a person who manages a coaching program for his/her organization. Section 5: Cost for coaching services/charge per hour.
Selection Process: Submission of Coaching Biography by coaches, Review of Coach Biography by a Coaching Selection Committee, Individual interviews of coaches via phone by Committee member, Phone interview with coaches? references from past or current coaching clients, Committee selection decision; Office of Organizational Development contact to coaches regarding selection.    

EVALUATION
I.       General

The technical proposal will receive paramount consideration in the selection of the contractors for this acquisition.     The evaluation will be based on the demonstrated capabilities of the prospective contractors in the relation to the needs of the project as set forth in the RFQ.     The merits of each proposal will be evaluated carefully, based on the responsiveness to the RFQ and the thoroughness of the technical approach taken.     Offerors must submit information sufficient to evaluate their proposals based on the detailed criteria listed below.     Failure to provide this information required to evaluate the proposal may result in the rejection of that proposal without further consideration.

A.       Personnel                                                 40 Points

1.       Availability and qualifications of a coach with at least five years experience coaching one-on-one at mid and senior executive levels.

Suitability and adequacy of the coaches? accomplishments are outlined in bibliography and resume.

2.       Certification through the International Coaching Foundation or an ICF-accredited training program.

3.       Experience in gathering data using 360 assessment, observations and interviews to develop coaching learning contracts

4.       Necessity of living within the local geographic distance that allows for easy accessibility to be physically present at the Clinical Center for face to face contract with Chief of OD as well as clients

5.       Possess graduate degree (not limited to any one course of study)


B.       Coaching Philosophy and Approach                            30 Points

Seeking the availability of professionals with a coaching philosophy that fosters sustained, holistic learning and experience in gathering data using 360 assessment, observations and interviews to develop coaching learning contracts.     The offeror?s proposal shall furnish a definite plan of operation including a scope of work, explanation of technical approaches, and a detailed outline of the proposed program for executing the requirements of the technical scope and achieving the objectives of the project as required by the operation.     Specifically provide procedures on how the offeror proposes to accomplish the key tasks as outlined in the Statement of Work.    


C.       Corporate Experience/Organizational Experience              30 Points

Prior experience at the NIH, with the federal government, or with analogously structured organizations with multiple information system stakeholders will be beneficial in order that the structure and organization of the program is better understood.     Demonstrated track record of highly effective coaches in a clinical and administrative environment.     Experience in coaching executives and mid-level managers in a health care of scientific research setting.     Experience in ?teaching? coaching is necessary as well as assisting in the implementation of a coaching program.

Section 508 Compliance

Unless it is an ?undue burden? or compliant products or services do not exist, the proposal must comply with Section 508.     The contractor should state that they would comply with the requirements of Section 508 or cite a justifiable reason for an exception.     If any additional costs for compliance are anticipated, these costs should be identified.

For existing systems, the contractor may not be able to identify all costs for compliance if the contractor did not develop that system, but should state that any development performed during the course of this task order will be compliant.     Within 30 days of this task award, the contractor should provide a plan for compliance for the system as a whole, including any costs associated with compliance.

Security

Any personal data collected and/or used under this contract is subject to the Privacy Act Clause (FAR 52.224-2).     The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this contract only and for no other.     The Contractor will not provide the information to any other person or entity, unless explicitly directed.     Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirements.

Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The Government intends to make multi- award based on technical and price accepted offeror to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government. The Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government.

Interested offerors may submit proposals electronically only within 15 days from the posting of this notice no later than _2/22/2008 Eastern Standard Time 5:00 p.m. Companies that sent in proposal may do so again.     Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications/Commercial Items with their offer can be found at https://orca.bpn.gov/. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The solicitation shall include pricing for the base year and options priced separately.     The Government intends to make a multi-award purchases based on best value to the Government, technical and price factors considered.     The anticipated award date for this requirement shall be on or before _03/10/2008.
