Description
The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Program Support Center, Division of Acquisition Management, intends to award a 12 month sole source firm fixed-price contract to the Faces and Voices of Recovery, 1010 Vermont Avenue, NW Suite 708, Washington DC 20005, using simplified acquisition procedures. The anticipated date of award is September 2008.
          
Faces and Voices of Recovery, a coalition public awareness project, is working to help solve America's problem of alcohol and drug addiction. Faces and Voices of Recovery works in support of SAMHSA's matrix area of Substance Abuse Treatment Capacity and Cross-cutting Principles of Collaboration with Public and Private Partners.          

The contractor shall be responsible for, but not limited to the tasks as follows:

The contractor shall act as a partner for SAMHSA/CSAT's National Alcohol and Drug Addiction Recovery Month celebration.

The contractor shall arrange and conduct at least 45 Rally for Recovery! Events throughout the country for the Recovery Month observance in September 2008.

The contractor shall work to provide 15 vignettes about persons in recovery for use in the 2008 Recovery Month materials and - to include print and web-based activities. On-going throughout contract.

The contractor shall provide a minimum of 3,000 constituency mailing labels to SAMHSA/CSAT as well as a letter from the contractor encouraging their constituency to participate in the planning and celebration of the 2008 and 2009 Recovery Month local events and activities. The mailing labels and letters will be used for the distribution of 2008 and 2009 Recovery Month kits. The correct amount of letters to complete the mailing must be furnished to SAMHSA/CSAT.

In addition, the contractor shall work with SAMHSA/CSAT to obtain voices of recovery to present at the 2008 Recovery Month kick-off press event in September.

The contractor shall work with other Recovery Month contractors to ensure the inclusion of people in the recovery community as active participants in the Recovery Month Community Events/Forum to be held throughout the country in September 2008 and will assist in publicizing all SAMHSA-sponsored events to the contractor constituency.

In addition, the contractor shall include mention of Recovery Month in their newsletters and periodic mailings and provide a direct-link to the Recovery Month wet site as well as post a Recovery Month banner on the contractor' web site. On-going throughout contract.

Recognize HHS/SAMHSA/CSAT as partners and a funding entity of Faces and Voices of Recovery in all promotional materials, literature and signage. All materials must be approved prior to publication by HHS/SAMHSA/CSAT. On-going throughout contract.

The contractor shall conduct four (4) 'webinar/teleconference' sessions to be held throughout the contract year. The teleconferences will tap leaders among the recovery movement and allies in the addictions field including the faith community on topics relating to recovery support service, reduction of stigma/discrimination and other issues of importance to the recovery community.

The contractor shall hold two 'Train the Trainers' media advocacy training for emerging and existing leaders in the recovery community and allies in the addictions field including the faith community. The training, if not free to the attendee, must be for cost-recovery only. The contractor cannot benefit financially from the training. The training location(s) is to be determined.

During the contract, the contractor shall maintain a list of trained individuals and organizations working to reduce stigma and discrimination throughout the country as well as a list of speaker and conference participant pool of voices of recovery. On-going throughout contract.

There is a growing problem with the public?s misunderstanding of medication assisted therapies due to tragic incidents through the country. In order to help educate others on the benefits of medication assisted therapies, the contractor shall work with some of the nations top medication assisted therapy advocacy groups to increase their ability and capacity to speak out on behalf of individuals in long-term recovery through medication assisted pathways. In addition, guidance and training will include how to respond positively to negative media coverage and public opinions of the use of medications as a treatment modality.     Assistance will be in the form of working with individuals as part of the 2009 American Association for the Treatment of Opiod Dependence (AATOD) or other venue agreed upon by the Agency, and also to engage the members in the training opportunities by the Contractor.

Continue to increase, maintain an updated recovery community constituency database and statistical resources compatible with HHS/SAMHSA data processing standards, needs, and requirements. Provide a final copy to HHS/SAMHSA/CSAT. Samples of information are to be posted on the contractor's web site and should include public opinion polls, marketing and demographic research, lists of national resources and contact information. All products produced must cultivate and establish targeted outreach and emphasis on incorporating special populations and recovery community organizations into Faces and Voices of Recovery. The contractor shall use the distinct knowledge of specific minority organizations to ensure cultural and group sensitive substance abuse use patterns and treatment needs are also highlighted within all activities. Following are the minority organizations required for inclusion. On-going throughout contract.

The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Faces and Voices are uniquely qualified to provide five major areas: prevention, education, treatment, recovery and data collecting.     Faces and Voices and its constituency membership possess the required contacts, knowledge and credibility to continue to successfully provide SAMHSA the outreach and voice needed to educate and disseminate information. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
