This pre-solicitation will/is be/being advertised on an unrestricted basis, inviting full and open competition. The US Army Corps of Engineers, Far East District (FED) in Seoul, Korea, is soliciting qualified parties interested in entering int o a contract for Build to Lease-Korea (BTL-K) Financial and Real Estate Consultant Services for Providing Unaccompanied Senior Leaders Housing on US Military Installations in Korea. BTL is a process where the U.S. Government (Lessor) enters into an agreem ent with a contractor (lessee) and the Lessee is responsible for financing, constructing, operating, maintaining, and improving military housing facilities on the land provided by the Government in accordance with the Governments specifications in return for Governments promise to lease a specified minimum number of housing units during a specific lease period at an agreed upon amount. It is anticipated a firm fixed price contract will result from this solicitation. The contractor shall bring professio nal knowledge, skills and experience in real estate development and large scale real estate portfolio management to Korea BTL program. The contractor must be familiar with financial services and banking community in Korea and must possess expertise in lar ge scale Federal leasing projects, military housing acquisition, and commercial leasing support. The contractor shall provide advice and assistance to Project Delivery Team (PDT) and conduct the necessary research and analysis to present decision-makers with accurate and relevant information on which to adopt appropriate courses of action. The contractor will bring best business practices from the private sector to assist the PDT with all aspects of the build-to-lease program. The work includes contract or activities necessary to support the following: (1) development of business plan, (2) preparation of the Request For Proposal (Statement of Work including cost estimate, Source Selection Plan for build-to-lease housing, (3) the source selection process ( i.e. proposal evaluations), and (4) the lease negotiation and execution. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforms to the solicitation and will be the BEST VALUE to th e Government, price and evaluation factors considered. The specific evaluation factors will be included in the Solicitation. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all propose rs; use tradeoff process when it may be in the best interest of the Government to consider award to other than the lowest price proposer or other than the highest technically rated proposer; and to award to the proposer submitting the proposal determined b y the Government to be the most advantageous (Best Value) to the Government. The solicitation will be issued on/about 14 Mar 2008. The receipt date of proposals will be on/about 14 Apr 2008.
