Description
This is not a solicitation, but a Notice of Contract Action.     The United States Air Force (USAF), Air Force District of Washington 9AFDW), Acquisition Division, intends to award a sole source, Firm-Fixed Price contract to BAM Technologies.     BAM Technologies shall provide academic and technical development, training, and management of the Air Force Automated Education Management Systems Portal as defined in the PWS. Statutory Authority: 10 U.S.C. 2304(c)(1) pursuant to FAR 6.302-1, Only one Responsible Source and No Other Supplies and Services will Satisfy Agency Requirements.     A determination not to compete this proposed contract is based on market research and is solely within the discretion of the Government.     This announcement is not a request for competitive quotations.     There is no solicitation document available.     All requests must be received in writing no later than 12:00 p.m. on 17 Dec 2007.     No telephone request for information will be accepted.    


PERFORMANCE WORK STATEMENT
FOR
AIR FORCE AUTOMATED EDUCATION MANAGEMENT
SYSTEMS PORTAL ADMINISTRATOR

1.     DESCRIPTION OF SERVICES

1.1.     Scope of Work.     Non-Instructional, Non-Personal Services:     The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, (except as specified in government-furnished property and services), and other items and services necessary to perform the continued     academic and technical development, training and management of the over all operation of the Air Force Automated Education Management System (AFAEMS) Portal as defined in this Performance Work Statement (PWS) in and from the Pentagon, Bolling AFB, DC and Andrews AFB, MD servicing all Air Force Education Services Offices, MAJCOM and DRU Education Directors and the Chief, Voluntary Education Director, AF/A1DL.

1.1.1.     The contractor shall provide continued development and maintenance of AFAEMS Portal applications with the following linkages and interfaces: MILPDS, DIMHRS, WAWF, CCAF Systems, Air University Systems, DANTES ARS, Department of Veteran Affairs, CDSAR, AFIADL, HQ AF/A1DLV, Academic Institutions (over 1,800) and GCSS-AF (Air Force Portal). Services include providing initial and follow up training for AFAEMS on an annual basis to all MAJCOM(s), DRU(s), AFPC (Career Program), Air Force Reserve, Air National Guard and any additional requirements identified by AF/A1DL. Services also include academic, technical and ?Policy? consultation with the Chief, Air Force Voluntary Education, all MAJCOM and DRU Education and Training Directors, the Dean of the Community College of the Air Force, the Director of DANTES, the designated POC from the Department of Veteran Affairs, the Dean of the Air Force Institute of Technology (AFIT), the Air Force Institute for Distributed Learning (AFIADL), and over 1,800 Academic Institutions to include IT, Registrar and financial departments.     In addition, consultation shall continue with AF/A1X for IT systems and AFPC offices for IT systems.     The contractor shall continue to develop AFAEMS to accommodate both Military and Civilian Training as part of ?Force Development? and the ?Centralization? inclusion in the ECoE (Education Center of Excellence). As a qualified member of the Air Force Education Community the contractor shall continue to attend and make appropriate academic and technical presentations to include subject matter guidance for Air Force designated workshops, (PDI) professional development conferences and the CCAF Education Services Advisory Panel.                  

1.2. The contractor shall be knowledgeable and experienced in the Air Force Education Services Program. Contractor shall be qualified to train and ?Certify? in the latest - ?New ? Version 2.50? AFAEMS (System of Record for Air Force Education) and AFVEC (Air Force Virtual Education Center) programs. The contractor shall be knowledgeable in the academics of Air University to include CCAF, AFIT and AFIADL, as well as DOD programs to include Sister Service and DANTES programs and how the academics relate to the technical aspects of all linkages and interfaces listed in paragraph 1.1.1.

1.3. These services will be on an ?ON CALL/AS NEEDED BASIS?.     Units will be conducted from 0730 ? 1130 and 1230 ? 1630, on an as needed basis, to replicate normal office/duty hours, and from 1730 ? 2130 week nights including weekends.     Units will be conducted Sunday through Saturday, seven days a week as deemed necessary to complete specific projects.

1.3.1.     A unit is defined as a four (hour) period/session of System Management of AFAEMS as it relates to the control of multi MAJCOM and individual base tuition assistance allotments monitored in a single regional setting while implementing Centralized Tuition Assistance.

1.4. The contractor shall comply with the provisions of AFI 36-2306, The Education Service Program.

2.     SERVICE SUMMARY

3.     GOVERNMENT FURNISHED PROPERTY/SERVISES

3.1. The government will provide office space, furnishings, telephone service, computer, printer and supplies necessary to perform the required functions of the performance work statement.     The contractor shall not use property provided by the government for any purpose other than what is contained in this performance work statement.

3.2.     CONSERVATION OF UTILITIES.     The contractor shall practice utilities conservation.     The contractor shall operate under conditions that prevent the waste of utilities to include; turning off lights and water faucets when not in use.

4.     GENERAL INFORMATION

3.2.     QUALIFICATIONS OF CONTRACTOR.     The contractor shall be regularly engaged in the performance of the educational programs aforementioned in paragraphs 1.1.1. and 1.2.     The contractor shall meet following experience and academic qualifications.     The contractor shall have a minimum of three (3) year?s of current/creditable experience in the Air Force Education Services program to include ?base level? Education Offices, MAJCOM Education & Training Divisions and AF/A1 Air Staff ?Policy? experience and be academically and technically proficient to provide these services.     The contractor shall be knowledgeable in the AFIT Engineering study regarding ?Centralization? and how that pertains to the Education Center of Excellence (ECoE), a Personnel Services Delivery Transformation (PSD-T) initiative.     Contractor shall possess an awarded Bachelors Degree.     Supporting documentation or resume shall be submitted with offer.
    
4.11.     QUALITY ASSURANCE PERSONNEL (QAP):     The QAP monitors all technical aspects of the contract and assists in contract administration The QAP is authorized to perform the following functions:     assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance;     maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel.     A letter of designation issued to the QAP, a copy of which is sent to the Contractor, states the responsibilities and limitations of the QAP, especially with regard to changes in cost or price, estimates or changes in delivery dates.     The QAP is not authorized to change any of the terms and conditions of the resulting order.     The QAP will be appointed by the Contracting Officer.

4.12.     QUALITY CONTROL (QC):     The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS.     The contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services.     The contractor?s quality control program is the means by which he assures himself that the work being accomplished complies with the requirement of the contract.     After the Governments acceptance of the quality control plan, the contractor shall receive the contracting officer?s acceptance in writing of any proposed change to the QC program.     The contractor must submit the QC plan to the QAP for approval within 10 days of award.

4.13.     QUALITY ASSURANCE:     The government shall evaluate the contractor?s performance under this contract in accordance with the Performance Plan.     This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards.     It defines how the performance standards will be applied, the method and frequency of surveillance and the maximum acceptable defect rate(s).

4.3. FEDERAL HOLIDAYS.     The contractor shall normally not be required to provie services on observed Federal holidays.     The following are Federal holidays observed by this installation:

3.5. SECURITY REQUIREMENTS.     The contractor shall abide by all security regulations of the installation as directed by the Installation Commander.

3.5.1. PHYSICAL SECURITY. The contractor shall be responsible for safeguarding all government property provided for contract use. At the end of each work period, all government facilities, equipment and materials shall be secured.

3.6. COPYRIGHT.     U.S. Government Limited/Restricted Rights.     Unpublished ? Rights Reserved Under the Copyright Laws of the United States.     AFAEMS contains software that qualifies as Commercial Computer Software and Restricted Computer Software as well as information that qualifies as Limited Rights Technical Data. Use, duplication, and disclosure by the U. S. Government is subject to restrictions set forth in commercial license terms and conditions of the contractor/manufacturers of such software and information and the protections afforded commercial technical data and computer software, limited rights technical data and restricted rights computer software set forth in DFARS as well as United States and foreign Copyright laws.
