This is a pre-solicitation notice for Traumatic Brain Injury(TBI) Behavioral Healthcare Support. The contractor shall furnish adequate supervision, labor, materials, supplies, and equipment necessary to perform all services contemplated under this contract. The place of performance: Landstuhl Regional Medical Center(LRMC), Bavaria Medical Department Activity(BMEDDAC), U.S. Army Medical Activity Heidelberg(USAMH), and all respective outlying clinics throughout Germany, and the U.S. Army Health Center, Vicenza, Italy. The contractor shall provide the following providers: For LRMC: (1)Neurologist, (1)Neurosurgeon, (4)Primary Care Providers(PA or NP), (1)Family Practice Physician, (3)Licensed Practical Nurses, (5)Registered Nurse Case Managers, (1)Clinical Social Worker, (2)Psychiatrists, (2)Behavioral Health Providers(Psychologists), (1)Neuropsychologist, (3)Occupational Therapists, (3)Occupational Therapist Assistants, (3)Physical Therapists, (3)Physical Therapist Assistants, (3)Speech Language Pathologists, and (1)Clinical Nurse Specialist. For BMEDDAC: (1)Psychiatrist, (1)Behavioral Health Provider(Psychologist), (2)Clinical Social Workers, (1)Occupational Therapist, (1)Occupational Therapist Assistant, (2)Physical Therapists, and (1)Physical Therapist Assistant. For USAMH: (1)Family Practice Physician, (1)Primary Care Provider(PA or NP), and (2)Registered Nurse Case Managers. For the Vicenza Health Center: (1)Primary Care Provider(PA or NP), (1)Licensed Practical Nurse, and (1)Registered Nurse Case Manager. The anticipated performance period will be a twelve-month base year with four twelve-month option periods. This acquisition will be solicited as a Request for Proposal, source selection to be conducted in accordance with FAR Part 15. The ensuing contract will be a personal service contract. A firm-fixed price type contract is anticipated as a result of this solicitation. Estimated Request for Proposal Issue Date: 20 June 2008. Estimated Proposal Closing Date: late July 2008. This will be an electronic solicitation release. No hard copies will be mailed. Solicitation, amendments, and other miscellaneous documents will be posted to FedBizOpps (http://www.eps.gov). It is the responsibility of each offeror to review the web page for notice of amendments, updates, or other changes to current information. This acquisition will be conducted using Full and Open Competition procedures. In order to be eligible for award, registration in the Central Contractor Registration(CCR) database is required by all prospective offerors. You may access CCR at http://www.ccr.gov to complete the registration process. Offerors may phone the CCR at (888)227-2423 with registration issues. A Trade-Off evaluation process will be utilized IAW FAR Part 15. This competitive acquisition is unrestricted.
