Description
This is a synopsis for commercial items prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation and is being issued as a Request for Quotation (RFQ) to a single source. The RFQ number is H94002-08-Q-0007 and has a response due date of February 19, 2008 not later than 12:00 pm MST. The FOB Destination shall be Aurora, CO, 80011 and the contract action will result in a Firm Fixed Price contract. The contractor shall be registered in Central Contractor Registration (www.ccr.gov) before an award can be made.

Hayes Medical Technology Directory:
The Directory consists of over 350 comprehensive, evidence-based technology assessment reports on a wide range of healthcare technologies including medical and surgical procedures, drugs and pharmaceuticals, diagnostic and screening tests, alternative therapies, and medical devices/equipment. Access to approximately 80 updated or new health technology evaluations per year. The Directory provides a compendium of over 350 technology assessments on a wide-range of topics with approximately 80-90 new and updated assessments added per year.
Hayes Health Technology Brief Service:
The Hayes Health Technology Brief Service includes access to Hayes Search & Summary which provides expedited reports with delivery in 3 to 5 business days of request. The Hayes Health Technology Brief assesses new technologies for which there is some published evidence but not enough for a comprehensive assessment. The HAYES Health Technology Brief library includes approximately 80 new reports yearly. The medical technology assessments/reports provide a proprietary rating process to weigh the strength and quality of the evidence which is widely recognized and used by the health care industry, including TRICARE's managed care support contractors, in the development of their commercial program policy. No other company provides immediate access to such an extensive and current library of assessments/reports.
Hayes Medical Technology Outlook:
The Hayes Medical Technology Outlook tracks medical tests, devices, procedures, drugs, and biologics that are currently in development or undergoing preliminary clinical testing.
A Description of the Market Research Conducted and the Results:
The preparation and provision of evidence-based medical technology assessments is a new, developing, and very specialized field. An online search was conducted for sources for medical technology assessments/evidence-based medical technology reports. The following were identified:
The California Technology Assessment Forum (http://ctaf.org),
Institute for Clinical Systems Improvement (http://www.icsi.org), and
Blue Cross Blue Shield Technology Evaluation Center (http://www.bcbs.com/betterknowledge/tec)
All of these other products allow access to a limited number of off-the-shelf medical technology assessments. However the range and number of assessments available on these websites is not as extensive as the Hayes Directory of over 350 medical technology assessments and approximately 80 new Health Technology Brief Reports per year. Also these assessments do not include a clear, concise, easily understandable, recognized rating of efficacy.
