Description
The Cherokee National Forest has a requirement for an aluminum box culvert to be fabricated, furnished and delivered to the Ocoee Ranger District Work Center, Highway 30, Benton, Tennessee 37307.
PROJECT TITLE: Purchase Aluminum Box Culvert, Ocoee District. This solicitation identified as AG-4756-S-08-0013 is issued as a Request for Quotation using simplified acquisition procedures. Issue date of this synopsis/solicitation is March 13, 2008. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
SET-ASIDE: This solicitation is a Total Small-Business Set-Aside. The applicable NAICS code is 332313; the applicable small business size standard is 500 employees.
DESCRIPTION OF REQUIREMENT: Interested sources shall provide a lump sum price including shipping and handling charges for FOB-Destination for the following: Supply a structural plate aluminum box culvert with headwalls and wingwalls including all associated hardware including footing pads, bolts, nuts, bent and threaded rod (excluding rebar), steel ribs, etc. needed to construct the culvert on footing pads shown in plans (contact Nina Barrow at nbarrow@fs.fed.us to have a set of plans e-mailed). Materials shall meet the following materials specifications and shall be designed to meet the following loading standards within the specified fill height. Vendor shall supply manufacturer recommended installation instructions and shop drawings showing the configuration of plates and support ribs sufficient to erect the culvert. Submit two sets of shop drawings of the structure with the quote. Accompany shop drawings with all calculations used to determine the corrugated metal thickness for the culvert, and the size, shape, location, and spacing of stiffening ribs, thrust beams, or other special structural features included with the structure. Supplier shall provide a qualified employee to discuss the methods and responsibility for assembly, shape monitoring and control, and backfill placement and compaction.
DIMENSIONS
Span: Span shall be 25 ft - 2 in
Span shall be determined at the inside corrugations
Rise: Rise shall be 6 ft - 2 in
Rise shall be determined at the inside corrugations
Gage: Plate gage shall be as follows:
A. Haunch plate thickness: 0.150 inches
B. Crown plate thickness: 0.175 inches
C. Shell weight: 279 lbs/ft Max.
D. Structure shall consist of three plates:
Haunch plates (2): 8 feet -9 7/8 inches long
Crown plate: 12 feet -10 inches long
Plate properties shall be designed to support an HS-20 loading with fill heights of 2.5 feet min. to 4.0 feet max.
Ribs: Reinforcing ribs shall be Type IV.
a. Rib spacing, haunch: 9 inches
b. Rib spacing, crown: 9 inches
Footing Pads: Footing pads: 0.3 inch (may use 2 or more pieces to obtain required thickness) x 2 feet -9 11/16 inches wide and shall be designed for a minimum allowable soil bearing pressure of 4,000 lbs/ft2.
Headwalls and Wingwalls: Shall be manufactured from Aluminum Structural Plate with 9 inch x 2-1/2 inch annular corrugations as shown on drawings. Panels shall be 0.15 inch thick. The headwalls panels shall be attached to the box culvert using 7 anchor rods per side as shown on the drawings and shall be designed to support HS-20 wheel loads three foot from the wall face. The top of headwalls and wall panels shall be horizontal. The corrugation profile shall have AASHTO recognition for a minimum of 15 years.
Corrugation: The Aluminum Structural Plate shall have 9 inch x 2-1/2 inch annular corrugations. The corrugation profile shall have AASHTO recognition for a minimum of 15 years.
Design Criteria: The design of the structure shall be in accordance with:
A. AASHTO Standard Specification For Highway Bridges 17th Edition with interim revisions Section 12 Working Stress Design.
B. AASHTO LRFD Bridge Design Specifications 4th Edition with interim revisions Section 12 Load Resistance Factor Design.
C. AREMA Manual for Railway Engineering 2006 Edition Working Stress Design
D. ASTM B790 Standard Practice for Structural Design of Corrugated Aluminum Pipe, Pipe-Arches, and Arches for Culverts, Storm Sewers, and Other Buried Conduit.
Aluminum Box Culverts: Shall conform to ASTM B684.
Structural Plate: Aluminum Structural Plate shall consist of plate, ribs and appurtenant items as shown on the plans and shall conform to the requirements of AASHTO M219 or ASTM B746.
Aluminum Alloy - Plate: Plates shall be fabricated from 5052-H141 aluminum alloy conforming to AASHTO M219 or ASTM B209
Aluminum Alloy - Ribs: Ribs shall be fabricated from 6061-T6 aluminum alloy.
Fasteners: Steel Nuts and bolts shall conform to AASHTO M232 and M291 or ASTM A307, Grade A (bolts) and A563, Grade A (nuts). Aluminum nuts and bolts (if required) shall conform to ASTM B746. The structural design shall conform to the provisions of AASHTO Standard Specifications for Highway Bridges Section 12.6.2.
Desired delivery date is no later than May 1, 2008.
DELIVERY: Fabricated culvert shall be delivered FOB Destination to Ocoee Work Center as described above. The Work Center does not have a street address; it is located on TN Highway 30 approximately 1 mile from the intersection of Hwy 30 and TN Hwy 64 in Polk County, TN. Government will unload culvert.
SUBMIT PROPOSALS: On company letterhead or form, no later than close of business March 28, 2008, by regular or express mail, to: Cherokee National Forest, Attn: Nina Barrow, 2800 North Ocoee Street, Cleveland TN 37312. Provide quote with delivery included in price. Include product literature and warranty provisions (if applicable) and proposed delivery date in your proposal.
Quotes will be evaluated on price, delivery date, and past performance and experience. A fixed price contract will be awarded from this solicitation.
SPECIAL NOTE: Successful contractor must be registered in the Central Contractor Registration Database (www.ccr;gov) and in Online Representations and Certifications (http://orca.bpn.gov) prior to award of contract. Vendors must submit a DUNS number with their quotation.
