    SPACE LEASE

    SCHOOL BUS YARD/OFFICES

    Land lot and office space for the exclusive use of the Worcester Public Schools

    Term: July 1, 2008 to June 30, 2018

    Hours of Operation: 24 hours/7 days a week

    Location:

    1. Property must be in City of Worcester.
    2. Property must be within 1.5 miles of Route 290 or Route 190 entrance/exit ramp(s) in order to avoid superfluous driver time

    Facility Requirements:
    1. Prior to contract approval and occupancy building must pass inspections of City of Worcester Fire Department and Department of Public Health & Code Inspection.

    2. Physical Facilities:
    a) Lot must be paved and lined for parking 75-twenty-six passenger Worcester Public School buses. Spaces must be minimum size of 13 x 25 .
    b) Lot must be free of defects (ruts, potholes, cracks, etc) upon execution of this contract. All repairs of the lot surface, during the life of this contract, are the responsibility of the Lessor. Lot will be inspected on a regular basis by the Worcester Public Schools. Repair requests will be listed in writing and repairs must be completed by Lessor within 30 days after receipt of request.
    c) Lot must be re-lined every 36 months in July/August.
    d) Lot must have legal, free parking available in or adjacent to the lot for minimum 160 cars.
    e) Lot must have one bay carport or carport type structure for minor maintenance of buses or construct one on the property within 60 days of award.
    f) Outside electric outlet(s) and water spigot for washing of school buses.
    g) Lot must be adequately lighted to protect buses.
    h) Lessor must allow for the installation video cameras providing surveillance of buses parked in the lot. Installation will be done by the Worcester Public Schools or its representative.
    i) Lot must have secure 8 fencing with gate adequate for the safe entrance and egress of school buses (to be determined by City of Worcester Traffic & Parking Division) or minimum 24 opening or have one installed within 60 days of award.
    j) Lot must have a building on site with a minimum size of 2,500 sq ft office space available for the exclusive use by the Worcester Public Schools Transportation Department or have one constructed on the property within 60 days of award.
    k) Building must have or allow for installation of dispatch communication antenna.
    l) Office space must include separate entrance with doors that can be secured and accessible to only the Worcester Public Schools.
    m) Office space must include separate dispatch area (approximately 12 x 16 ), secured with door locks. Must have outside window(s) overlooking parking area and two lockable sliding windows to common area. This office area must have adequate electrical outlets for office usage of computers, copiers and fax machines. Office area also must include a minimum of 3 ethernet jacks for computer connectivity. All Ethernet jacks must be wired to a demarcation point for connection to the City of Worcester s internal network.
    n) Building must have separate male and female sanitary facilities with a minimum of two (2) water closets in each. They must be ADA compliant.
    o) Office space must have food preparation and eating area with a sink and counter space.
    p) Office space must have heat, air conditioning and drinking water
    q) Building must have secure area for storage of bus supplies and parts for exclusive use by the Worcester Public Schools.
    r) Snow removal is the responsibility of Worcester Public Schools
    s) Roof, HVAC, elevators, fire systems, plumbing, structural responsibility of lessor.
    t) A representative of Worcester Public Schools and the successful bidder will conduct a walk through to establish the condition of the building prior to occupancy. This same walk though will be performed every July during the life of this lease. All maintenance and upkeep of the building and office space will be the responsibility of the Lessor. Life/safety repairs will be performed within 24 hours of report.
    u) Emergency lights
    v) Exit signs/lights
    w) Heating system to maintain 68 to 72 F.
    x) Adequate lighting for office use.
    y) Custodial services and supplies responsibility of Worcester Public Schools
    z) Utilities (fuel, electricity, hot water) must be on separate meter and will be the responsibility of Worcester Public Schools
    aa) Utilities (telephone/data) responsibility of Worcester Public Schools.
