Nature of Work/Contract Title: Professional services to assist the PUC in establishing criteria and standards for a decoupling plan that can be implemented by Minnesota natural gas utilities.
Description of Work: The Minnesota Public Utilities Commission seeks professional services to assist it in establishing criteria and standards for a decoupling plan that can be implemented by Minnesota natural gas utilities. Beside providing for separation of utilities'revenue from changes in energy sales, the decoupling plan must mitigate the impact on natural gas utilities of the energy savings goals under Minnesota Law, without adversely affecting utility rate payers, and must account for energy efficiency, weather, and cost of capital, among other factors. The project will require meeting with commissioners and staff of the PUC as well as stakeholders at PUC offices in St. Paul, Minnesota. A final written report will also be required.

Contracting Agency: Minnesota Public Utilities Commission (PUC)
Location of Work: Contractor must be available to conduct 3 to 5 facilitated work sessions with commissioners, staff and stakeholders at the PUC office in St. Paul, Minnesota. All other work can be performed at the contractor's work site.
