The National Institutes of Health (NIH), National Heart, Lung and Blood Institute (NHLBI), Office of Acquisitions (OA), for the National Institute of Dental and Craniofacial Research (NIDCR) intends to negotiate and award a contract on a sole source noncompetitive basis to Dr. Shahdokht Boroumand, 416 Five Farms Lane, Timonium, MD 21093 to provide services for the preparation of the November 2008 accreditation site visit of the NIDCR Dental Public Health (DPH) specialty training program. These services require a professional who is familiar with NIDCR, its DPH training programs, and the competencies of the specialty training program. The individual must be organized and motivated to work independently with only general supervision.
The intended procurement will be classified under North American Industry Classification System code 541990, All Other Professional, Scientific and Technical Services, with a size standard of $6.5M.
Specifically, the Contractor shall:
Review all instructions and background materials pertaining to accreditation, including those publicly available from the Commission on Dental Accreditation (CODA) via their website, publications, and presentations, as well as preparatory materials sent directly to NIDCR.
Review all existing residency program records and electronic files.
Prepare a plan of action and timeline that will enable NIDCR to deliver all required items, particularly but not limited to, the program self-study manual and program resources (resident orientation) manual.
Prepare the first draft of all required items; solicit feedback from program officials and residents as required; refine and prepare final draft based upon feedback received.
Assist in ensuring that required residency program activities are accomplished and materials are submitted to the CODA in a timely manner.
Organize and refine filing system and procedures for the residency program.
The project should start immediately.

Most of the services required can be accomplished by a contractor working from home. Some aspects (reviewing files and materials, meeting with PD and residents, etc.) will need to be accomplished on-site.
The Government anticipates that there will be one performance based service contract awarded for this requirement.
The proposed performance period is July 1, 2008 through December 31, 2008.
The proposed level of effort is estimated at 480 direct labor hours.
The sole source determination is based upon the fact that Dr. Shahdokht Boroumand has the knowledge of the dental public health specialty training environment and training programs, the NIH resources available to NIDCR, the dental public health residents and the required knowledge of the Dental Public Health Competencies to which programs must be taught.
Dr. Boroumand also has the ability to understand the instructions and standards provided by the American Dental Association Commission on Dental Accreditation (CODA) and recognize how they relate to the practices of the NIDCR Dental Public Health Residency Program.
This notice of intent is not a request for competitive proposals. The resulting acquisition will be entered into pursuant to the acquisition authority set forth in FAR 6.302-1 and 41 U.S.C. 253(c) (1) and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.
Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
