Pre-Cast Toilet Building Site Preparation, Installation and Sitework, Umatilla National Forest
This contract is for site preparation and installation of prefabricated toilet buildings and for sitework at various locations on the Umatilla National Forest. This is a multiple year (3 years) indefinite delivery, indefinite quantity contract. The Government anticipates making multiple awards.
Note: Contractor refers to successful bidder(s) of this contract. Manufacturer refers to the provider of the pre-fabricated toilet buildings.
Work under this contract includes, but is not limited to, removal and disposal of existing buildings and other structures; pumping, removal and disposal of septic tank vaults according to State regulations (OAR chapter 340, divisions 071 and 073); excavation and site development for installation of prefabricated toilet buildings; load, haul and place aggregate for bedding and/or backfill, and installation of Americans with Disabilities Act (ADA) - standard sidewalks, pads, signage and parking areas. Sidewalk installation shall be done after installation of the new toilet building(s). Government will identify a suitable Material Source for Contractor use in obtaining bedding and backfill aggregate. Government will identify water source(s) available for contractor use for dust abatement.
The prefabricated toilet buildings will be Government-furnished material (GFM): The Government will purchase the individual toilet buildings and set up a Delivery Schedule with the Building Manufacturer. Manufacturer is responsible for delivering building and vault and off-loading it into the prepared excavation. Manufacturer is also responsible for assembling building components such as mastic seal between the vault and building as well as the vent pipe.
The Contractor is responsible for individual site preparation according to Manufacturer specifications for installation of the prefabricated toilet building(s) and shall meet delivery schedule agreed to by Government and Manufacturer. Manufacturer groups delivery of building orders based on geographic proximity. Delivery date(s) shall be scheduled a minimum of two weeks prior to building and vault delivery. Final site preparation shall be completed no earlier than 48 hours of scheduled vault toilet delivery.
Contractor is responsible for providing MUTCD-standard work zone signage and safety fencing at each work site. Contractor shall meet all applicable state regulations for decommissioning (pumping, removal and disposal) of septic tank vaults. All buildings and vaults scheduled for decommissioning shall become Contractor property and be removed from Government land.
Estimated start work date shall be August 25, 2008. Work shall be completed within time specified by individual task orders.
