Introduction and Purpose
CSULA is seeking to create a pool of consulting contractors for consulting services assistance for CMS HCM 8.9 based on the skills with the modules listed in Appendix A of this document. When the need arises, CSULA will request resumes from qualified selected firms of one or more qualified consultants in the specific modules or areas where consultants are needed. All submitted resumes will be reviewed and evaluated by an Evaluation Committee comprised of CSULA personnel, as described in Section 5 of this document.

CSULA is fully operational with all modules of the PeopleSoft Student Administration (SA) 8.0, operating locally at the campus. The modules include Campus Community, Admissions, Financial Aid, Student Financials, Student Records, Academic Advisement, and Student Self-Service. Human Resources 8.0 and Financials 8.4 operate the CMS Baseline software remotely at the CMS data center in Salt Lake City. CSULA also operates Contributor Relations locally at the campus. CSULA initiated an upgrade of the SA 8.0 to the CMS Baseline HRSA 8.0 last November; the final completion of the implementation is targeted for August 2007.

Phase 1 The first phase of our HCM 8.9 project is the upgrade from the CMS Baseline HRSA 8.0 to CMS HCM 8.9 and is targeted for completion in February 2008. CSULA will maintain full responsibility for Project Management of this effort and is seeking only functional and/or technical consulting support on a selective module-by-module basis.

Phase 2 The second phase is the ongoing use of CMS HCM 8.9 to meet the administrative and academic needs of the University. CSULA wishes to augment the functional and technical resources of the University, provide training and mentoring on the new features and capabilities of the software, assist in the identification, development, and documentation of improved business processes within each end-user functional area, troubleshoot and provide diagnostic support to functional users in their efforts to use the new software, as well as assist functional users to learn and adopt the revised data security features and requirements of HCM 8.9.

Phase 3 In the future, as specific needs for functional or technical consulting arise, CSULA will again contact the firms in the consulting pool and request resumes for one or more qualified consultant.

Consulting Requirements -Scope of Services
Functional Consultants:

The functional consultants will work very closely with functional users in the appropriate administrative departments of the campus. The specific qualifications of the functional consultants include:

Provide the leadership and assist in the development of implementation documentation, including but not limited to business process mapping and business process guides.
Provide functional assistance in planning and executing security set-up and management in the CMS HCM 8.9 Baseline.
Assist with prototyping and loading PeopleSoft/CMS Set-Up Tables.
Provide functional assistance in planning and executing end user training.
Provide functional expertise working with CSULA functional core team members implementing CMS HCM 8.9 Baseline Core Human Resources and Student Administration modules.
Provide assistance in the definition and development of Business Process documentation.
Provide knowledge of business impacts of one module on others.
Provide demonstrated knowledge of and experience with the component modules of HCM 8.9.
A demonstrated understanding of and experience with the unique constraints and business processes/challenges inherent in a year-round academic quarter campus would be highly desirable.

Technical Consultants:

The functional consultants will work very closely with the Information Technology Services and/or Administrative Technology Services staffs. The specific qualifications of the technical consultants include:

Assist in the development of campus modifications and technical documentation, per CMS guidelines.
Provide technical expertise and assistance to effect a successful upgrade to CMS HCM 8.9 Baseline.
Assist with identifying and addressing CMS technical security requirements including configuration and set-up.
Work within the CMS Central technical support structure of the California State University.
Assist with the development of technical documentation, including but not limited to system configuration guides and security templates.
Ability to leverage data conversion/development/implementation experience or other higher education experience to provide advice on configuration or business process options/issues in relation to this upgrade activity.
Demonstrated ability to identify and recommend resolutions to data anomalies, whether they are generated from the data conversion process or through user data entry.
Demonstrated experience at client sites with PeopleTools 8.4 or above and CMS HCM 8.9.

Location of Services
Unless approved prior by the University, all Consultants shall provide on-site services at the California State University, Los Angeles campus.

Off-campus work performed by Consultants shall be approved one (1) week in advance by the California State University, Los Angeles CMS Project Director. Consultants shall provide estimated off-campus work hours, a list of the task(s) to be accomplished, and a projection of any impact to schedule. One or more deliverables shall be required for all off-campus work.

Cancellation
This Consulting Solicitation to Create a Pool of Contractors for CMS HCM 8.9 does not obligate California State University, Los Angeles to enter into an agreement. The University reserves the right to cancel this consulting solicitation at any time, should the project be cancelled, CSULA loses the required funding, or it is deemed in the best interest of the University. No obligation either expressed or implied, exists on the part of the University to make an award or to pay any cost incurred in the preparation or submission of a bid.


Timeline
The bidders pool will be active from November 1, 2007 through October 31, 2008 and may be extended for up to 2 additional years.

The Trustees may require the successful bidder to achieve a minimum goal of 3% DVBE participation in contracting projects as established in the bidding documents or to provide acceptable evidence of good faith efforts to do so. Small Business preference shall apply.
