The Drug Enforcement Administration [DEA] intends to enter into an 8a competitive contract with an SBA certified 8a small business for the purpose of obtaining security specialist support services for physical, personnel and information security tasks. The services with be for use by the DEA Headquarters and many of its various field division locations. The solicitation number is DEA-08-R-0009. The North American Industrial Code is 561612. The small business size standard is seventeen [17] million dollars average annual receipts. From time to time equipment upgrades and/or mission changes and increased treat levels may necessitate changes by the government in the required security services. It is anticipated that a single contract for up to sixty [60] months. The period of performance will include a base year and four [4] additional annual option periods. The initial performance period begins October 1, 2008 and terminates September 30, 2009. It is anticipated that the proposal will be posted to the website on or about April 25, 2008 and may be downloaded via http://128.121.134.164/rfps/rfplist.asp after that date. Click on the "Open Solicitations" menu and download the item. Offerors will be required to register for the offerors list to download the solicitation and its attachments. Again this is a small business set-aside requirement for small business opportunities only. Proposals from small business participants are limited to one hundred pages [100]. The small business must be registered in the CCR Contractor Registration system and have been designated as a small business by the SBA in one or more of its programs. The fifty-one percent performance subcontract rule is applicable. It is recommended that highly skilled "Key Personnel" that are well qualified, U.S. citizens and have a minimum Secret current security clearances with recent relevant experience of a substantial duration be proposed. A written proposal is anticipated to be due on or about Tuesday, July 15, 2008 at 2:00 PM eastern daylight savings time. SBA certified 8a Small Business proposals are to be mailed to the attention of The Office of Acquisition, Alan Knoepfel, Rm E-8261, 8701 Morrissette Drive, Springfield, VA. 22152. Written technical proposals with supporting pricing data are expected. Written proposals from small business offerors for the aforementioned solicitation will accepted and a solicitation will not be available from the FEDBIZOPS website.
