1. ACA Northern Region, Directorate of Contracting, Fort Lewis, Washington intends to solicit sealed bids for a contractor to provide Pavement Marking/Striping in the Fort Lewis/McChord Air Force Base, Yakima Training Center area. The contractor shall provide all plant, labor, tools, equipment, and materials (except as indicated otherwise in the specifications) and perform all work in strict accordance with the specifications and plans required for individual Task Orders. The majority of the task orders issued will be for Fort Lewis. However, the area of coverage for this contract may include various roads, streets, driveways, parking lots, and Gray Army Airfield at Fort Lewis. Off site locations may include Yakima Army Training Center, and McChord Air Force Base, WA. Task orders will include tasks ranging from a variety of pavement, and airfield markings, layout, and removal including environmental clean-up (incidental to the work).

2. The types of surfaces to be marked are, but not limited to concrete, and asphalt. The Principal Items to be accomplished are: Paint, repaint and restripe all pavement reflectorized markings and non-reflectorized markings, including existing center lines, traffic lines, fog lines, crosswalks, stop bars, hatching arrows, handicapped symbols, and other miscellaneous markings. Pavement markings also shall include newly paved roads, and streets previously un-striped, runways, taxiways, aircraft parking ramps, and other unique Airfield markings as required. Paint non-reflectorized parking lot stripes (Excluding Traffic Markings). Remove and or replace existing markings in conjunction with traffic pattern alterations, or street extensions. Provide certified traffic control personnel during construction adjacent to or on streets. All required signage and equipment will be included. The contractor shall provide signage in accordance with the Manual of Uniform Traffic Control Devices for all work requiring traffic control.

3. The solicitation will result in the award of a single contract. The resulting contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. This procurement is a 100% Small Business Set-Aside.

4. The anticipated period of performance is from 1 Jul 2008 through 1 Jun 2009 for a base period plus four (4) one-year option periods. The Invitation for Bids (IFB) number is W911S8-08-B-0008. The applicable NAICS code is 237310, Highway, Street, and Bridge Construction and the small business size standard is $31.0 Million.

5. Telephonic requests for the solicitation resulting from this notice will not be accepted. All requests for the solicitation must be faxed to (253) 967-2772 or emailed to tracey.linna@us.army.mil, providing Dun & Bradstreet number, and CAGE Code. All faxed requests must include an email address. The solicitation will be issued and available for download on the Fort Lewis Web site located at http://www.lewis.army.mil/doc under Solicitations on the issue date of the solicitation. The tentative issue date for this solicitation is 9 May 2008 and the anticipated closing date is 9 Jun 2008. Interested offerors are advised to consult the actual solicitation for final dates and times.
6. Bids from all capable and responsible sources will be considered. Firms offering a response to this notice should ensure that they are registered in the Central Contractor Registration Database http://www.ccr.gov/ and ensure that the applicable NAICS code 237310 is included in the CCR profile prior to submission of bids.
7. Prospective bidders are urged to submit any questions they may have in advance and in writing to the Contract Specialist, tracey.linna@us.army.mil.
