The U.S. Department of State, Regional Procurement Support Office and the U. S. Embassy, Kingston, are seeking qualified offerors for providing packing and shipping services for the U.S. Embassy Compound, U.S. Agency for International Development building, and Colin Powell Plaza in Kingston, Jamaica. The successful offeror will be required to provide all necessary labor, materials, equipment, and transportation for the packing, unpacking, and shipment of unaccompanied air baggage, household effects, and other Embassy property. Transportation of items will generally be between the port of Kingston or the Kingston airport, and locations in and around Kingston. The contractor must have an adequate tracking and record keeping system, and services will include performing pre-shipment surveys, preparing inventory lists, and preparing/submitting all required shipping documents. The required services consist of packing, freight handling, forwarding, cargo storage, customs clearance and other related services that apply to shipments originating from, consigned to, routed through, and/or moved within the geographic area(s) of Kingston. The contractor must be able to provide complete services for surveying, packing, crating, weighing, and marking of household effects, surface baggage and official Government shipments of commodities including, but not limited to, household effects, office and residential furniture, vehicles, and other types of equipment and supplies. Export packing services will include proper wrapping and padding, especially for fragile articles, waterproofing, and protection against moths and other insects. For household effects and Government-owned materials and equipment, the contractor will be required to provide the required packing materials, crates, etc., pack/unpack the items as required, properly label boxes and containers, provide adequate steel banding of wooden crates and containers when required, and load/unload cargo using appropriate lift vans or other shipping containers. Household effects may include such items as clothing, linens, bedding, lampshades, furniture, kitchenware, dinnerware, glassware, silverware, and appliances. The contractor will also be required to remove trash and debris after packing, unpacking, picking up, or delivering items to designated locations. The solicitation is planned for release to qualified offerors in July 2008, with contract award anticipated in September 2008. The resulting contract type will be an indefinite delivery, indefinite quantity (IDIQ) contract, under which firm-fixed price task order will be issued for individual requirements. The contract will include a base year and four option years, and the estimated value of services for each year of the contract is between $150,000 and $300,000 (U.S.). Quotations will be accepted from both U.S. and non-U.S. firms.
